But an extra \u00a32.3 billion a year is unlikely to solve all of schools\u2019 funding woes. <\/strong><\/p>\n\n\n\n<p><strong><em>Schools Week<\/em> looks at whether a \u2018magic formula\u2019 to link finances and curriculum can bring savings while also increasing standards \u2026<\/strong><\/p>\n\n\n\n<p>Integrated curriculum financial planning has been around for years. But with schools having to hack away at their spend during times of austerity, the government has increasingly seized on its benefits.<\/p>\n\n\n\n<p><a href=\"https:\/\/schoolsweek.co.uk\/limit-pupils-lunch-portions-to-save-money-say-agnews-cost-cutting-advisers\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Lord Agnew, the former academies minister<\/a>, made it his \u201cpersonal priority\u201d. Its use is now baked into the system, with the academy handbook encouraging trusts to adopt it.<\/p>\n\n\n\n<p>Put simply, integrated curriculum financial planning (ICFP) lets schools work out the core costs of running their curriculum.<\/p>\n\n\n\n<p>There are several models, but most focus on a few key metrics, such as teacher contact ratio and class size.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.outwood.com\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Outwood Grange Academies Trust\u2019s<\/a> model, now used and adapted more widely, involves planning the curriculum first \u2013 the ideal number of maths classes, class sizes, etc &#8211; and adapting finances to achieve it.<\/p>\n\n\n\n<p>If the model is too expensive, you can toggle the key metrics, such as increasing staffing contact ratios, to see what is affordable.<\/p>\n\n\n\n<p>A second popular \u201cEquation of Life\u201d model, developed by the Association of School and College Leaders, starts with what is affordable and fits the curriculum to that.<\/p>\n\n\n\n<p>Sam Ellis, its developer, says it helps schools \u201cmake the most of what you\u2019ve got by working in the most efficient way\u2026 even if it\u2019s far short of what you want to do\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">It undoubtedly saves money&#8230;<\/h3>\n\n\n\n<p>ICFP was not developed as a cost-cutting tool. Outwood Grange (OGAT) says it has been \u201cpart of its DNA\u201d for years, \u201cin times of plenty and in more difficult financial times\u201d.<\/p>\n\n\n\n<p>But it undoubtedly helps schools to deliver their curriculum for less, essentially by ensuring efficient staffing.<\/p>\n\n\n\n<p>For instance, a key plank of OGAT\u2019s model sets the contact ratio for all teachers at 0.79. But headteachers and deputies must be included in the average \u2013 everyone has to do some teaching for it to work.<\/p>\n\n\n\n<p>Essentially, 79 per cent of teachers will be teaching at any one time, with the other 21 per cent off timetable.<\/p>\n\n\n\n<p>Paul Tarn, who helped to pioneer the approach at OGAT but who now leads the Delta Academies Trust, says it has delivered \u201cgreat success financially\u201d. with in-year surpluses peaking at almost 10 per cent of funding during Covid.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"800\" height=\"571\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-OGAT-curriculum-led-approach-inset-800px.jpg\" alt=\"\" class=\"wp-image-170767\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-OGAT-curriculum-led-approach-inset-800px.jpg 800w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-OGAT-curriculum-led-approach-inset-800px-670x478.jpg 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-OGAT-curriculum-led-approach-inset-800px-768x548.jpg 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-OGAT-curriculum-led-approach-inset-800px-640x457.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-OGAT-curriculum-led-approach-inset-800px-244x174.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-OGAT-curriculum-led-approach-inset-800px-347x248.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-OGAT-curriculum-led-approach-inset-800px-489x349.jpg 489w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">The OGAT curriculum-led approach<\/figcaption><\/figure>\n\n\n\n<p>He credits this partly to delayed capital works, but mainly to using ICFP across its secondaries.<\/p>\n\n\n\n<p>Writing for <em>Schools Week<\/em> in 2019, Tarn estimated using Delta\u2019s metrics nationally \u2013 classes averaging 27 pupils, salaries averaging \u00a350,000, including on-costs, and staff teaching just under four days a week \u2013 could save secondaries at least \u00a31 billion.<\/p>\n\n\n\n<p>A more recent calculation shows similar findings.<\/p>\n\n\n\n<p>Jonny Uttley, the chief executive of The Education Alliance Trust, says the approach has \u201cunderpinned\u201d the trust\u2019s strong financial health for some time.<\/p>\n\n\n\n<p>It returned a secondary in special measures with a projected \u00a32.5 million deficit to surplus by \u201crealigning the timetable and better financial planning\u201d. Teacher numbers fell, but through staff \u201cleaving naturally\u201d.<\/p>\n\n\n\n<p>The Department for Education does not collect evidence on such savings as it would be \u201cdifficult to attribute to the use of ICFP alone\u201d, however.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8230;But is it just cuts? (And what about standards?)<\/h3>\n\n\n\n<p>Lee Miller, a government troubleshooter and deputy chief executive of the Thinking Schools Academy Trust (TSAT), says \u201creducing costs and raising standards may seem like opposing forces to some\u201d, but they can \u201cwork in a mutually-supportive way\u201d.<\/p>\n\n\n\n<p>Before it joined TSAT in 2015, the government issued The Victory Academy\u2019s predecessor school a financial warning amid \u201csignificant concerns\u201d over its deficit.<\/p>\n\n\n\n<p>Miller says problems were \u201calmost entirely down to a staffing structure that did not match its curriculum\u201d. The trust, which uses its own ICFP model, reduced costs by more than \u00a32 million in three years.<\/p>\n\n\n\n<p>But it also improved standards \u2013 with the former \u2018requires improvement\u2019 school now rated \u2018good\u2019.<\/p>\n\n\n\n<p>Others also point to OGAT\u2019s and Delta\u2019s track records turning around failing schools as evidence ICFP does not conflict with boosting standards.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u2018It\u2019s not painless \u2013 and is prescriptive\u2019<\/h3>\n\n\n\n<p>Core Education Trust cut nearly 18 teaching posts \u2013 saving just over \u00a31 million \u2013 after implementing curriculum financial planning across its four Birmingham schools.<\/p>\n\n\n\n<p>\u201cIf we hadn\u2019t gone down this route, we would have been in big trouble now,\u201d says Jo Tyler, its chief operating officer. Rather than a projected \u00a33 million deficit, the trust has balanced the books.<\/p>\n\n\n\n<p>She describes the approach as planning based on \u201cwhat you need first, rather than \u2018here\u2019s what I\u2019ve got\u2019\u201d. While it allowed \u201cequity\u201d across schools, she admits it was \u201cnot painless\u201d.<\/p>\n\n\n\n<p>The trust had to be \u201cmore prescriptive\u201d. For instance, it now mandates minimum class sizes of 26. The number of GCSE subjects has been cut to eight.<\/p>\n\n\n\n<p>\u201cIt is restrictive,\u201d she says. \u201cIn an ideal world we wouldn\u2019t have to. But some classes had just six children\u2026 we are sustainable now.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Fears schools are treated like &#8216;supermarkets&#8217;<\/h3>\n\n\n\n<p>Micon Metcalfe, the chief finance officer at the Diocese of Westminster Academy Trust, says said while leaders \u201cmay not want to put ourselves in that commercial mindset, it\u2019s discipline about looking at possibilities: tweaking your class size, or the number of classes, teachers with less management responsibilities\u201d.<\/p>\n\n\n\n<p>But Tyler said she\u2019s not sure whether this approach would deter a strong school from joining her trust now and having to give up a \u201cRolls-Royce\u201d curriculum.<\/p>\n\n\n\n<p>Another trust leader, who uses the model for benchmarking, questions whether it treats schools like \u201ca supermarket\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"800\" height=\"528\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-ASCL-Equation-of-Life-model-inset-800px.jpg\" alt=\"\" class=\"wp-image-170768\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-ASCL-Equation-of-Life-model-inset-800px.jpg 800w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-ASCL-Equation-of-Life-model-inset-800px-670x442.jpg 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-ASCL-Equation-of-Life-model-inset-800px-768x507.jpg 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-ASCL-Equation-of-Life-model-inset-800px-640x422.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-ASCL-Equation-of-Life-model-inset-800px-244x161.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-ASCL-Equation-of-Life-model-inset-800px-347x229.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/11\/The-ASCL-Equation-of-Life-model-inset-800px-489x323.jpg 489w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">The ASCL Equation of Life model<\/figcaption><\/figure>\n\n\n\n<p>Standardised formulas strip heads of autonomy and flexibility, he says, while acknowledging its effectiveness turning around failing schools.<\/p>\n\n\n\n<p>Metcalfe says the direction of travel does pose the question of \u201cwhat do we want from our public services?\u201d and does this mean government is \u201csaying we\u2019re happy to have less spent on education \u2013 and for it to be much more standardised, with less flexibility and innovation?\u201d<\/p>\n\n\n\n<p>However, Miller says it\u2019s not a one-size-fits-all. \u201cBut it helps headteachers and timetablers understand the core costs of their timetable.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Builds in extra curriculum time<\/h3>\n\n\n\n<p>Sir David Carter, the former national schools commissioner, says ICFP can become \u201cunhelpful\u201d if it is run too rigidly. \u201cYou end up saying that subjects at GCSE with small numbers should be cut.\u201d<\/p>\n\n\n\n<p>But he says the \u201ccurriculum bonus\u201d metric in OGAT\u2019s model helps resolve this, building in extra curriculum time.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-thumbnail is-resized\"><img decoding=\"async\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/04\/Martyn-Oliver-feat-400x400.jpg\" alt=\"funding\" class=\"wp-image-168823\" width=\"200\" height=\"200\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/04\/Martyn-Oliver-feat-400x400.jpg 400w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/04\/Martyn-Oliver-feat-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/04\/Martyn-Oliver-feat-54x54.jpg 54w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><figcaption class=\"wp-element-caption\">Oliver<\/figcaption><\/figure>\n\n\n\n<p>Once leaders know the non-negotiable costs, Miller says, \u201cyou can then have a conversation around added value. That could be smaller class sizes, because that\u2019s right for the school. But it means they can say \u2018I\u2019m going to run this, and I understand the costs around it\u2019.\u201d<\/p>\n\n\n\n<p>\u201cWhen times get tough, you can look at the added-value stuff too for where to step back on.\u201d<\/p>\n\n\n\n<p>While admitting it is a \u201clean\u201d staffing model, Sir Martyn Oliver, OGAT\u2019s chief executive, says it essentially \u201chelps you make intelligent decisions\u201d.<\/p>\n\n\n\n<p>On concerns over flexibility, he says OGAT is \u201cbreaking\u201d its own metrics to allow schools to implement catch-up and deal with high staff illness absences.<\/p>\n\n\n\n<p>But the trust is \u201cdoing it on purpose. I\u2019m in control, and if I can\u2019t afford the model, I know where to look.\u201d<\/p>\n\n\n\n<p>It does seem more effective at larger trusts, which Oliver says can give a struggling school more leeway because of the savings made at its more stable schools.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Not as effective for primaries, special schools<\/h3>\n\n\n\n<p>Many ICFP advocates agree the model is less effective in primary and special schools.<\/p>\n\n\n\n<p>One leader went further to say it also falls short at mainstream schools with larger number of SEND pupils, as it generally means fewer pastoral staff.<\/p>\n\n\n\n<p>A DfE survey found that 90 per cent of all-secondary MATs used financial curriculum planning, compared with 58 per cent of all-primary MATs.<\/p>\n\n\n\n<p>Of maintained schools or single trusts, 78 per cent of secondaries had used it or planned to in the next year, compared with 52 per cent of primaries.<\/p>\n\n\n\n<p>Feedback from leaders visited by one of the government\u2019s cost-cutters back up concerns about the model not working in special schools.<\/p>\n\n\n\n<p>Sudhi Pathak, the chief operating officer at the Eden Academy Trust of special schools, says this is because the teacher-pupil ratio varies.<\/p>\n\n\n\n<p>One of his schools has one teacher and two teaching assistants (TAs) for a class of ten. Another, for pupils with more profound needs, has one teacher and four TAs for six pupils.<\/p>\n\n\n\n<p>\u201cThis makes benchmarking extremely difficult as we are not comparing like with like or consistent environments.\u201d<\/p>\n\n\n\n<p>However, the government is \u201cuser testing\u201d a model put together by the Esteem MAT, specifically for SEND and alternative provision schools, to \u201cexplore\u201d how it can be improved.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The metrics \u2018just won\u2019t hold now\u2019<\/h3>\n\n\n\n<p>The Pioneer Academy Trust, which has 14 primary schools, has developed its own primary-specific model, now promoted on the DfE website.<\/p>\n\n\n\n<p>It uses it as a \u201cconversation starter\u201d with heads about their provision, says Lee Mason-Ellis, its chief executive.<\/p>\n\n\n\n<p>Savings have allowed it to invest in a cultural capital programme. Staff are also given extra time off-timetable and schools have access to specialist subject teachers.<\/p>\n\n\n\n<p>But, speaking before government committed to extra school funding, he said pressure meant the metrics \u201cjust won\u2019t hold now\u201d.<\/p>\n\n\n\n<p>Energy costs have quadrupled to 8 per cent of budget. Unfunded pay rises have pushed salary costs from between 70 and 72 per cent of expenditure to 76 per cent. One school, always previously in surplus, now has a \u00a347,000 deficit.<\/p>\n\n\n\n<p>The trust is dipping into reserves to underwrite losses this year to limit cuts.<\/p>\n\n\n\n<p>Analysis last week by the Confederation of School Trusts shows more than half of its members could fall into deficit within two years. They include some of the country\u2019s biggest trusts, and those that pioneered the ICFP model.<\/p>\n\n\n\n<p>Delta predicts its energy costs could rise from \u00a31.9 million to \u00a39.6 million.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;No matter what magic formula, it\u2019s just not going to work&#8217;<\/h3>\n\n\n\n<p>Even Stephen Morales, the chief executive of the Institute of School Business Leadership that runs the school resource management adviser programme, thinks it\u2019s impossible to balance the books.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-thumbnail is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/05\/Micon-Metcalfe-nset-600px-400x400.jpg\" alt=\"special school\" class=\"wp-image-145803\" width=\"200\" height=\"200\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/05\/Micon-Metcalfe-nset-600px-400x400.jpg 400w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/05\/Micon-Metcalfe-nset-600px-244x244.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/05\/Micon-Metcalfe-nset-600px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/05\/Micon-Metcalfe-nset-600px-54x54.jpg 54w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/05\/Micon-Metcalfe-nset-600px-347x347.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/05\/Micon-Metcalfe-nset-600px-489x489.jpg 489w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/05\/Micon-Metcalfe-nset-600px.jpg 600w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><figcaption class=\"wp-element-caption\">Metcalfe<\/figcaption><\/figure>\n\n\n\n<p>\u201cThere is variability, but it doesn\u2019t matter how well you\u2019re doing with staff costs. No matter what magic formula we have, it\u2019s just not going to work.\u201d<\/p>\n\n\n\n<p>Leaders are hopeful the additional \u00a32.3 billion school funding per annum will help alleviate these pressures, although there is no news yet on further support with energy costs.<\/p>\n\n\n\n<p>Baroness Barran, the academies minister, said in the Lords last week that the school resource management strategy aimed to help schools \u201csave\u201d another \u00a31 billion.<\/p>\n\n\n\n<p>She claimed \u00a31 billion had already been saved since the scheme launched in 2018, but a funding expert said \u201ccuts\u201d was a more accurate term.<\/p>\n\n\n\n<p>However, Metcalfe says there\u2019s \u201cnot going to be much to spare\u201d for those that have been through the ICFP process. \u201cThe next savings are in cutting support staff, admin roles \u2013 but we need those.<\/p>\n\n\n\n<p>\u201cWe can\u2019t take more cuts if we\u2019re also picking up everything that has been cut from elsewhere.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Integrated curriculum financial planning has been around for years, but the government has increasingly seized on its benefits<\/p>\n","protected":false},"author":73,"featured_media":170766,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"om_disable_all_campaigns":false,"footnotes":""},"categories":[4],"tags":[32,1500,1501,28,239,54],"post-theme":[2884],"class_list":["post-171124","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","tag-academies","tag-coronavirus","tag-covid-19","tag-dfe","tag-education-policy","tag-politics","post-theme-solutions"],"acf":[],"aioseo_notices":[],"aioseo_head":"\n\t\t<!-- All in One SEO Pro 4.9.6.2 - aioseo.com -->\n\t<meta name=\"description\" content=\"Government has listened to desperate pleas of leaders for more funding.
