{"id":212285,"date":"2024-09-05T05:00:00","date_gmt":"2024-09-05T04:00:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=212285"},"modified":"2024-09-05T09:33:10","modified_gmt":"2024-09-05T08:33:10","slug":"new-council-seeks-solutions-to-lost-learning-from-absence-and-exclusions","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/new-council-seeks-solutions-to-lost-learning-from-absence-and-exclusions\/","title":{"rendered":"New council seeks solutions to &#8216;lost learning&#8217; from absence and exclusions"},"content":{"rendered":"\n<p>A new expert group has been formed to find solutions to help prevent children from \u201closing learning\u201d, after research found 32 million days were lost to unauthorised absence and exclusions last year.&nbsp;<\/p>\n\n\n\n<p>Chaired by ASCL general secretary Pepe Di\u2019Iasio, the council will bring together experts and leaders including Sir Dan Moynihan, chief executive of Harris Federation and Liz Robinson, chief executive of the Big Education academy trust (<em>see full list below<\/em>).&nbsp;<\/p>\n\n\n\n<p>Over the next six months, the \u2018Who\u2019s Losing Learning Solutions Council\u2019 will hear evidence from school leaders, parents and organisations to find \u201cpromising work\u201d with potential to become national policy solutions for mainstream schools across the next two parliaments.&nbsp;<\/p>\n\n\n\n<p>Kiran Gill, chief executive of <a href=\"https:\/\/www.the-difference.com\/\" target=\"_blank\" rel=\"noopener\" title=\"\">The Difference<\/a>, a school leadership charity supporting leaders to reduce absence and exclusion, said the panel would be &#8220;hearing evidence on how mainstream schools can evolve to better serve the needs of all children \u2013 especially those struggling with their mental health.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cMany teachers and school leaders are stepping towards this challenge, and innovating in their classrooms and communities. <\/p>\n\n\n\n<p>&#8220;But too often they are doing this against the tide of the incentives around them, without the professional development &nbsp;and practice sharing they most need or at a remove from the services they need most to collaborate with.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">32 million days of learning lost<\/h3>\n\n\n\n<p>A new report by IPPR and The Difference found 30.5 million days were lost to unauthorised absence in 2022-23 while 1.5 million days were lost to suspensions.<\/p>\n\n\n\n<p>The total, 32 million, was up 72 per cent from 19 million in pre-pandemic 2018-19.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"500\" height=\"500\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Kiran-Gill-inset-500px.jpg\" alt=\"SEND review\" class=\"wp-image-141790\" style=\"object-fit:cover;width:200px;height:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Kiran-Gill-inset-500px.jpg 500w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Kiran-Gill-inset-500px-400x400.jpg 400w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Kiran-Gill-inset-500px-244x244.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Kiran-Gill-inset-500px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Kiran-Gill-inset-500px-54x54.jpg 54w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Kiran-Gill-inset-500px-347x347.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Kiran-Gill-inset-500px-489x489.jpg 489w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><figcaption class=\"wp-element-caption\">Gill<\/figcaption><\/figure>\n\n\n\n<p>Researchers for the first time defined \u201clost learning\u201d as \u201cacademic and social education missed by children when they are out of class, out of school or moved out of their local community setting\u201d.&nbsp;<\/p>\n\n\n\n<p>The report refers to an \u201cexclusions continuum\u201d covering 14 types of \u201clost learning\u201d, including exclusions, suspensions and unauthorised absences. But it also included elective home education, toilet trips and lateness to lessons.<\/p>\n\n\n\n<p>Researchers found poorer children, those known to social services, children with SEND or mental ill health and those from some ethnic minority backgrounds \u201cdisproportionately experience\u201d missed learning.&nbsp;<\/p>\n\n\n\n<p>For instance the poorest students, who get free school meals, were nearly five times more likely to be permanently excluded and four times more likely to be suspended than their peers.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Schools grapple with &#8216;internal truancy&#8217;<\/h3>\n\n\n\n<p>Government data <a href=\"https:\/\/schoolsweek.co.uk\/exclusions-higher-than-pre-covid-as-suspensions-rise-again\/\" target=\"_blank\" rel=\"noopener\" title=\"published in July\">published in July<\/a> found suspensions had risen sharply again, with exclusions now also above their pre-pandemic rate.&nbsp;<\/p>\n\n\n\n<p>New Teacher Tapp data commissioned for today&#8217;s report found 95 per cent of secondary schools reported grappling with internal truancy &#8211; attending school but not lessons.&nbsp;<\/p>\n\n\n\n<p>In addition, nearly one in five schools were using part-time timetables to help children struggling in school.<\/p>\n\n\n\n<p>Researchers pointed to councils spending \u201cincreasing amounts\u201d on educating children outside of mainstream schools.<\/p>\n\n\n\n<p>For instance, there has been a <a href=\"https:\/\/schoolsweek.co.uk\/how-investors-are-making-millions-from-the-bankrupt-send-system\/\" target=\"_blank\" rel=\"noopener\" title=\"sharp rise\">sharp rise<\/a> in spending on independent special schools and rising numbers of children in unregistered alternative provision.<\/p>\n\n\n\n<p>New analysis by Pro Bono Economics estimated the lifetime cost to the economy per child associated with permanent exclusion, &#8220;made up of extra education and youth justice costs, alongside reduced earnings and raised unemployment\u201d was \u00a3170,000.<\/p>\n\n\n\n<p>Central government &#8220;must now go further to tackle the injustices across the exclusions continuum. To reduce lost learning and pressure on council spend, mainstream schools must be better equipped to support children with a wider range of needs.\u201d&nbsp;<\/p>\n\n\n\n<p>Gill said: \u201cWe should all be worried about the social injustice that the most marginalised children &#8211; who already have the biggest barriers to opportunity outside of school &#8211; are those most likely to be not in classrooms through absence, suspension and exclusion.&#8221;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Who is sitting on the new council?<\/h3>\n\n\n\n<p>Dave Whitaker, chief education officer at
