{"id":216475,"date":"2024-10-17T10:19:45","date_gmt":"2024-10-17T09:19:45","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=216475"},"modified":"2024-10-17T17:13:11","modified_gmt":"2024-10-17T16:13:11","slug":"37-trusts-named-and-shamed-in-new-outlier-ceo-pay-crackdown","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/37-trusts-named-and-shamed-in-new-outlier-ceo-pay-crackdown\/","title":{"rendered":"37 trusts named and shamed in new &#8216;outlier&#8217; CEO pay crackdown"},"content":{"rendered":"\n<p>Thirty-seven academy trusts have been named as part of the government\u2019s new &#8216;outlier&#8217; CEO pay crackdown \u2013 but the MAT whose boss earns almost \u00a3500,000 a year isn\u2019t one of them.<\/p>\n\n\n\n<p><em>Schools Week <\/em>revealed <a href=\"https:\/\/schoolsweek.co.uk\/rise-in-200k-academy-trust-ceos-as-pay-stagnation-ends\/\" target=\"_blank\" rel=\"noopener\" title=\"\">earlier this year<\/a> that Department for Education would resume its policy of naming and shaming the chains under scrutiny over high wages.<\/p>\n\n\n\n<p>Officials have <a href=\"https:\/\/www.gov.uk\/government\/publications\/engagement-with-academy-trusts-about-executive-pay\/list-of-academy-trusts-we-engaged-with-about-executive-pay-in-november-2023\" target=\"_blank\" rel=\"noopener\" title=\"\">today<\/a> released the list of academy trusts written to by the Education and Skills Funding Agency, last November, for having the \u201chighest executive pay\u201d. Letters were sent under the previous government.<\/p>\n\n\n\n<p>They used to write letters to to trusts paying staff more than \u00a3150,000, but this has been in limbo since mid-2020.<\/p>\n\n\n\n<p>The new approach instead compares CEOs&#8217; pay with organisations of a \u201csimilar size and type\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-embed alignright is-type-wp-embed is-provider-schools-week wp-block-embed-schools-week\"><div class=\"wp-block-embed__wrapper\">\n<span class=\"R5oBz4Me48TOSYtJnmiOqMFKjlaxNdkzgNZfZwVUDv1HQLVG7CyX2rhjGQekPLX2cC9pf0gnxJs87UIT0Hc5DuF\"><blockquote class=\"wp-embedded-content\" data-secret=\"yPRvfOzzYO\"><a href=\"https:\/\/schoolsweek.co.uk\/rise-in-200k-academy-trust-ceos-as-pay-stagnation-ends\/\">Rise in \u00a3200k academy trust CEOs as pay \u2018stagnation\u2019 ends<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Rise in \u00a3200k academy trust CEOs as pay \u2018stagnation\u2019 ends&#8221; &#8212; Schools Week\" src=\"https:\/\/schoolsweek.co.uk\/rise-in-200k-academy-trust-ceos-as-pay-stagnation-ends\/embed\/#?secret=PH94WtEjHI#?secret=yPRvfOzzYO\" data-secret=\"yPRvfOzzYO\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/span>\n<\/div><\/figure>\n\n\n\n<p>To calculate the outliers, the <a href=\"https:\/\/www.gov.uk\/government\/publications\/engagement-with-academy-trusts-about-executive-pay?utm_medium=email&amp;utm_campaign=govuk-notifications-topic&amp;utm_source=e834939a-e498-4eee-a401-2c4b82eeca83&amp;utm_content=immediately\" target=\"_blank\" rel=\"noopener\" title=\"\">ESFA initially grouped trusts by type and pupil numbers<\/a> \u201cto minimise bias\u201d. <\/p>\n\n\n\n<p>Officials then worked out those in the top 5 per cent of highest-paid execs overall and \u201cas a proportion of general annual grant funding\u201d.<\/p>\n\n\n\n<p>The new approach aims to ensure \u201cthat decisions about pay represent good value for money [and] are defensible relative to the public sector market\u201d.<\/p>\n\n\n\n<p>\u201cWe have a duty to ensure that academy trusts, as autonomous bodies, uphold high standards of transparency and accountability,\u201d the ESFA said.<\/p>\n\n\n\n<p>\u201cCompliance with the&nbsp;<a href=\"https:\/\/www.gov.uk\/guidance\/academy-trust-handbook\">academy trust handbook<\/a> (ATH) is a condition of every academy trust\u2019s funding agreement.\u201d<\/p>\n\n\n\n<p>The trusts were asked \u201cfor evidence of how, when setting executive pay, the trust complied with conditions set out in the&nbsp;ATH&nbsp;2023\u201d.<\/p>\n\n\n\n<p>Controversially, the Harris Federation, whose CEO Dan Moynihan is England\u2019s best-paid trust chief, was not among them. Last year, Moynihan&#8217;s minimum salary rose for the first time since 2018-19, from \u00a3455,000 to \u00a3485,000.<\/p>\n\n\n\n<p>The trust has two other unnamed members of staff earning between
