{"id":218372,"date":"2024-11-08T04:59:00","date_gmt":"2024-11-08T04:59:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=218372"},"modified":"2024-11-08T13:46:14","modified_gmt":"2024-11-08T13:46:14","slug":"unintelligible-leaders-question-governments-new-rise-teams","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/unintelligible-leaders-question-governments-new-rise-teams\/","title":{"rendered":"&#8216;Who is accountable?&#8217;: Leaders question government&#8217;s new RISE teams"},"content":{"rendered":"\n<p>Sector leaders have demanded answers over Ofsted\u2019s role, accountability and capacity in the government\u2019s new improvement drive for specialist teams to broker support for struggling schools.<\/p>\n\n\n\n<p>Department for Education officials <a href=\"https:\/\/schoolsweek.co.uk\/intervention-model-for-regional-improvement-teams-revealed\/\" title=\"\">set out further details during a webinar this week<\/a> of how their regional improvement for standards and excellence (RISE) teams (formerly known as regional improvement teams) will work.<\/p>\n\n\n\n<p>The teams \u2013 made up of civil servants and experienced turnaround leaders \u2013 will be rolled out in January, commissioning support from bodies such as trusts, councils and federations.&nbsp;<\/p>\n\n\n\n<p>Ministers have set themselves April 2026 as D-day for providing \u201ctargeted\u201d aid to struggling schools.<\/p>\n\n\n\n<p>But the plans have been publicly and privately criticised, with leaders concerned about a blurring of responsibilities and accountability.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>RISE and shine: who decides?<\/strong><\/h3>\n\n\n\n<p>The RISE teams will be made up of civil servants and four to six seconded school leaders for each region.<\/p>\n\n\n\n<p>The teams will \u201csit within a new framework of support and intervention\u201d for schools.<\/p>\n\n\n\n<p>This will be broken down into \u201cthree tiers\u201d: universal help, targeted support, and intervention. On a slide shown to leaders on Tuesday, this was rated green, amber and red, respectively.<\/p>\n\n\n\n<p>RISE teams will commission school improvement support, rather than do it themselves, with the tiers based on Ofsted\u2019s new report cards, due next September.<\/p>\n\n\n\n<p>But it is not clear exactly who will make the decisions.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed alignright is-type-wp-embed is-provider-schools-week wp-block-embed-schools-week\"><div class=\"wp-block-embed__wrapper\">\n<span class=\"TlhoPgOmLJ1kBfANXnFv7GrZWzV\"><blockquote class=\"wp-embedded-content\" data-secret=\"U74BdYqAK1\"><a href=\"https:\/\/schoolsweek.co.uk\/intervention-model-for-regional-improvement-teams-revealed\/\">Intervention model for regional improvement teams revealed<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Intervention model for regional improvement teams revealed&#8221; &#8212; Schools Week\" src=\"https:\/\/schoolsweek.co.uk\/intervention-model-for-regional-improvement-teams-revealed\/embed\/#?secret=hH9DXRPG6p#?secret=U74BdYqAK1\" data-secret=\"U74BdYqAK1\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/span>\n<\/div><figcaption class=\"wp-element-caption\">RISE teams: an explainer of how they&#8217;ll work<\/figcaption><\/figure>\n\n\n\n<p>The DfE told Schools Week that \u201creport cards will identify schools requiring intervention and targeted support\u201d \u2013 stating this will be Ofsted\u2019s job.<\/p>\n\n\n\n<p>But an Ofsted spokesperson was also clear that the DfE was \u201cresponsible for whether and how to support or intervene in schools\u201d \u2013 the question was a \u201cmatter for them\u201d.<\/p>\n\n\n\n<p>When questioned on this on Thursday, Bridget Phillipson said the \u201cconversation is still underway in terms of the shape and nature of report cards with Ofsted\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Unclear support categories<\/h3>\n\n\n\n<p>The support categories are also unclear. For instance, schools with \u201csingular or several issues\u201d would require \u2018targeted support\u2019. This would involve RISE teams commissioning \u201cbespoke\u201d support from an organisation such as a trust, federation or council.<\/p>\n\n\n\n<p>But schools with \u201cminimal issues\u201d and strong leadership would fall into the \u2018universal support\u2019 category \u2013 where they would be expected to \u201cself-identify\u201d areas of improvement and encouraged to share good practice with others (see image).<\/p>\n\n\n\n<p>Sir David Carter, the former national schools commissioner, called on ministers to clarify \u201cwhat triggers the support\u201d as there was \u201cpotentially going to be a real tension between advisers, regional teams and trust leaders\u201d.<\/p>\n\n\n\n<p>\u201cTrusts, which will have set up school improvement teams of their own, are going to end up duplicating that work with someone else\u201d.<\/p>\n\n\n\n<p>Lucy Livings, regional director for the south-west, said that as report cards were developed \u201c[we] will also be developing the criteria\u201d for support.<\/p>\n\n\n\n<p>But policy expert Loic Menzies said the plans could mean the inspectorate \u201cwould need to provide a separate, more detailed report to the regions\u2019 group\u201d.<\/p>\n\n\n\n<p>Report cards were \u201cunlikely to provide the right level of detail to inform nuanced and evidence-based decisions about support\u201d if they were \u201cgoing to be designed with parents in mind and remain simple\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Who will take responsibility?<\/h3>\n\n\n\n<p>There is also confusion around where accountability will sit for ensuring the improvement works.<\/p>\n\n\n\n<p>In a briefing to members this week, Leora Cruddas, chief executive of the Confederation of School Trusts (CST), said the new approach \u201cfails to understand or articulate a theory of regulation\u201d.<\/p>\n\n\n\n<p>Questioning \u201cwhere accountability for improvement sits in this approach\u201d, she wrote: \u201cWho decides? Who is responsible? Who is accountable to whom and for what? If enacted without amendment, this would be very serious\u201d. It wants written reassurances on the issues.<\/p>\n\n\n\n<p>When asked more generally if accountability would still lie with responsible bodies, Sir Kevan Collins, the school standards tsar, said: \u201cWell, I think that&#8217;s correct, but I just get nervous about accountability \u2026 for me, the real question is who&#8217;s responsible for the effective teaching of these children right now in front of me?<\/p>\n\n\n\n<p>\u201cI sometimes think that you can outsource responsibility to an accountability framework, and I want people, particularly teachers, to take responsibility for the children right in front of [them] today.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Is there leadership capacity?<\/h3>\n\n\n\n<p>The RISE teams will comprise civil servants already in post, with the DfE expecting to employ up to three full-time equivalent school leaders to each of the nine regional groups for about two days a week. <\/p>\n\n\n\n<p>They \u2013 or the organisations they will be seconded from \u2013 will be paid \u00a3600 a day.<\/p>\n\n\n\n<p>In addition to commissioning support, they will work with civil servants to draw up a \u201ccoherent set of local area priorities\u201d.<\/p>\n\n\n\n<p>This work will be done alongside local authorities, dioceses and mayoral combined authorities, with priorities set out in the autumn.<\/p>\n\n\n\n<p>But Carter said school leaders likely to make up the new teams were probably \u201calready working at capacity in their schools and trusts. We must not spread the talent pool too thinly.\u201d<\/p>\n\n\n\n<p>Paul Rickeard, the chief executive of the Durham and Newcastle Diocesan Learning Trust, asked: \u201cWho&#8217;s going to be seconded two days a week for school improvement from our trust?<\/p>\n\n\n\n<p>\u201cWe don&#8217;t have capacity for that \u2013 those days are well gone because we&#8217;ve had to get rid of excess staffing.\u201d<\/p>\n\n\n\n<p>With the teams spread across the DfE\u2019s nine regions groups, Menzies doubts \u201cwhether four to six education leaders will be enough to support regions&#8217; groups in covering thousands of schools each. Over time there will surely need to be some restructuring.&#8221;<\/p>\n\n\n\n<p>Tom Richmond, a former DfE adviser, also said that \u201cmany local authorities have little or no school improvement capacity after 14 years of financial strain, yet they are being asked to take on a formal role\u201d.<\/p>\n\n\n\n<p>John Edwards, the regions group director general, noted the advisers would have \u201cdemonstrated that they can improve schools and have worked across their areas and elsewhere to provide system leadership\u201d.<\/p>\n\n\n\n<p>But he added: \u201cWe know that there are lots of demands on such people\u2019s time\u2026 and that we shouldn\u2019t be taking everyone out of their schools and roles at this critical time.\u201d<\/p>\n\n\n\n<p>That is why a flexible approach is being adopted \u201cas we appoint advisers, including part-time appointments, and utilising the knowledge, skills and relationships of people who may have recently retired\u201d.<\/p>\n\n\n\n<p>But Carter also warned: \u201cAs many of us learned more than 10 years ago as national leaders of education, advising and seeing advice acted upon rigorously are not always the same thing.\u201d<\/p>\n\n\n\n<p>Matthew Stevenson, the DfE\u2019s deputy director for the south west, said on Tuesday the help offered would be \u201cirresistible\u201d.<\/p>\n\n\n\n<p>But he added: \u201cIf a school ultimately refuses to have support, then we would need to consider what further action would need to be taken\u2026 But we think that would be very unlikely.\u201d<\/p>\n\n\n\n<p>Schools Week has not received a response from the department to questions on what the RISE scheme means for the future of its national leaders of education programme.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">TSI set for scrapheap<\/h3>\n\n\n\n<p>The day rate set for the RISE advisers is the same as the one offered to leaders through the trust and school improvement (TSI) offer.<\/p>\n\n\n\n<p>Through this scheme, schools \u2018causing concern\u2019 or eligible for intervention \u201ccan get up to 10 days of support\u201d from a chief executive or \u201chigh-quality MAT\u201d.<\/p>\n\n\n\n<p>But Stevenson said the TSI would \u201cno longer exist\u201d once the RISE teams were \u201cfully established\u201d.<\/p>\n\n\n\n<p>\u201cThe targeted support is something that is much more significant than the trust in school improvement offer. [The targeted support] is something that could be 12 to 24, months of\u2026 really working alongside a school in much greater detail.&#8221;<\/p>\n\n\n\n<p>Michael Pain, the founder of Forum Strategy, a membership group for chief executives, said the teams would \u201cneed to demonstrate credibility early on\u201d while \u201cdemonstrating objectivity and transparency in commissioning\u201d.<\/p>\n\n\n\n<p>\u201cThey\u2019ve got a huge task for small teams, and one has to ask is it workable? It is clear that the new government sees trusts as just one of a number of options in the school improvement landscape.\u201d<\/p>\n\n\n\n<p>Before the report cards are introduced next September, Livings said the teams would \u201cstart working with a smaller number of schools, of those that we deem most vulnerable at the moment, based on both the current judgments and the data that\u2019s available\u201d.<\/p>\n\n\n\n<p>It isn\u2019t clear who will pay. But for the targeted support that is commissioned by RISE teams, Livings said that would be \u201ca funded element of support\u201d.<\/p>\n\n\n\n<p>\u201cThere could be a traded services part of that. It will [need] to be worked through.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u2018Welcome the challenge\u2019<\/h3>\n\n\n\n<p>Some have been positive. Ed Dorrell, a director at the consultancy Public First, said the teams were an \u201cexciting opportunity to bring together the best elements of the London Challenge and the best elements of the MAT system\u201d.<\/p>\n\n\n\n<p>However others have questioned the similarities with the London Challenge school improvement scheme.<\/p>\n\n\n\n<figure class=\"wp-block-embed alignright is-type-wp-embed is-provider-schools-week wp-block-embed-schools-week\"><div class=\"wp-block-embed__wrapper\">\n<span class=\"lP6vXfpTDxZ4\"><blockquote class=\"wp-embedded-content\" data-secret=\"gO7DnTtcMk\"><a href=\"https:\/\/schoolsweek.co.uk\/why-rise-teams-could-be-this-governments-biggest-educational-legacy\/\">Why RISE teams could be this government&#8217;s biggest educational legacy<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Why RISE teams could be this government&#8217;s biggest educational legacy&#8221; &#8212; Schools Week\" src=\"https:\/\/schoolsweek.co.uk\/why-rise-teams-could-be-this-governments-biggest-educational-legacy\/embed\/#?secret=8nF3Wj64T0#?secret=gO7DnTtcMk\" data-secret=\"gO7DnTtcMk\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/span>\n<\/div><\/figure>\n\n\n\n<p>Carter thinks the rejigged regions groups \u2013 who the RISE teams will report to \u2013 also have an opportunity to \u201cgather an understanding of what works from across the country and the region\u201d, before \u201cholding both the support providers and receivers to account for the progress\u201d.<\/p>\n\n\n\n<p>If they \u201cresist the silo mentality that has brought many education initiatives that originated in the centre to a standstill, then the system will be richer for this shared learning&#8221;.<\/p>\n\n\n\n<p>Phillipson said the teams would ensure schools and trusts worked \u201ctogether to drive high and rising standards across the board\u201d.<\/p>\n\n\n\n<p>\u201cFor too long, support for school improvement has been fragmented and complex. I want to change that.\u201d<\/p>\n\n\n\n<p>Speaking to Schools Week about the criticism, she said: \u201cI welcome the challenge from the sector, making sure that as we set out this process, we do build on the good practice that is already out there.<\/p>\n\n\n\n<p>\u201cThis isn&#8217;t about upending what works. It&#8217;s about putting more support into schools that are facing some of the toughest challenges and where they haven&#8217;t been able to make progress in recent years.
