{"id":234547,"date":"2025-09-15T05:00:00","date_gmt":"2025-09-15T04:00:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=234547"},"modified":"2025-09-12T16:44:38","modified_gmt":"2025-09-12T15:44:38","slug":"vote-at-16-are-schools-prepared-for-politics-in-the-classroom","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/vote-at-16-are-schools-prepared-for-politics-in-the-classroom\/","title":{"rendered":"Votes at 16: Are schools prepared for politics in the classroom?"},"content":{"rendered":"\n<p>\u201cIf I can sum up teaching citizenship\u201d, says Sera Shortland, who has taught pupils about the UK\u2019s political and legal system for the past 20 years, \u201cIt\u2019s been a privilege, but a real battle to keep it on the curriculum.\u201d<\/p>\n\n\n\n<p>Inside the classroom, Sera has seen a \u201cgeneral increase in their political thirst\u201d among pupils who take the subject. Beyond,&nbsp;she has seen pupils go on to successful careers in politics and&nbsp;law, and&nbsp;even stand for Parliament.<\/p>\n\n\n\n<p>But over those 20 years, experts say the subject has been \u201cdecimated\u201d in schools. Less than a third of settings still teaching it, and less than 1 per cent of teachers&nbsp;now feel&nbsp;prepared to develop children\u2019s political literacy, polls show.<\/p>\n\n\n\n<p>Teachers are also worried about handling politics in the classroom \u2013 with the rise of polarising and controversial issues, and young boys and girls increasingly moving to&nbsp;opposite extremes of the political spectrum.<\/p>\n\n\n\n<p>Now, the government has announced the most \u201cseismic\u201d change to the UK\u2019s voting system in the last fifty years \u2013 giving 16- and 17-year-olds the right to vote.<\/p>\n\n\n\n<p>So, will&nbsp;lowering the voting age to 16&nbsp;spark change, or leaves schools foundering?&nbsp;&nbsp;<em>Schools Week investigates\u2026<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Why is the voting age being lowered?<\/h3>\n\n\n\n<p>According&nbsp;to <a href=\"https:\/\/www.ippr.org\/articles\/out-of-kilter\" title=\"\">think tank IPPR<\/a>, young people\u2019s faith in traditional democratic politics is lower than any other age group, with deep&nbsp;concerns over&nbsp;social challenges including climate change and racism.<\/p>\n\n\n\n<p>An <a href=\"https:\/\/www.savethechildren.org.uk\/how-you-can-help\/schools\/our-generation-our-vote\" title=\"\">Opinium poll of 50,000 students<\/a> under 18 years old before last year\u2019s general election found 70 per cent did not know the name of their MP. And 59 per cent didn\u2019t know which party said MP belonged to.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.gov.uk\/government\/news\/16-year-olds-to-be-given-right-to-vote-through-seismic-government-election-reforms\" title=\"\">Government said<\/a> lowering the voting age&nbsp;to 16&nbsp;\u2013 and allowing&nbsp;14 year-olds&nbsp;to register to vote \u2013&nbsp;was \u201cjust the start of successfully engaging young people in our democracy\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"800\" height=\"420\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/09\/Keir-Starmer-conf24-alamy-feat.jpg\" alt=\"\" class=\"wp-image-214319\" style=\"width:644px;height:auto\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/09\/Keir-Starmer-conf24-alamy-feat.jpg 800w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/09\/Keir-Starmer-conf24-alamy-feat-670x352.jpg 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/09\/Keir-Starmer-conf24-alamy-feat-768x403.jpg 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/09\/Keir-Starmer-conf24-alamy-feat-640x336.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/09\/Keir-Starmer-conf24-alamy-feat-244x128.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/09\/Keir-Starmer-conf24-alamy-feat-347x182.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/09\/Keir-Starmer-conf24-alamy-feat-489x257.jpg 489w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">Starmer announced the move in July <\/figcaption><\/figure>\n\n\n\n<p>The move will&nbsp;\u201callow strong links to be made between theory and action, supporting effective and relevant democratic education in schools\u201d, government added.<\/p>\n\n\n\n<p>But a&nbsp;March&nbsp;Teacher Tapp survey found 84 per cent of state&nbsp;school teachers&nbsp;did not believe the national curriculum&nbsp;did enough to&nbsp;prepare students for voting in elections.<\/p>\n\n\n\n<p>Meanwhile a&nbsp;report by the <a href=\"https:\/\/www.shoutoutuk.org\/wp-content\/uploads\/2021\/11\/The-Missing-Link-Report-Digital-APPG-on-Political-Literacy-Report-Shout-Out-UK-Dr-James-Weinberg.pdf\" title=\"\">All-Party Parliamentary Group on political literacy<\/a> found that although 60 per cent of teachers felt responsible for developing young people\u2019s political literacy, only 1 per cent felt fully prepared to do so.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Subject &#8216;essentially decimated&#8217;<\/h3>\n\n\n\n<p>Citizenship,&nbsp;which&nbsp;covers democracy, law, financial literacy, critical thinking and global issues, has been a statutory part of the key stage 3 curriculum in English secondary schools since 2002.<\/p>\n\n\n\n<p>But academies,&nbsp;which&nbsp;educate more than half of England\u2019s pupils,&nbsp;do not have to follow the national curriculum.<\/p>\n\n\n\n<p>A study by the <a href=\"https:\/\/www.teachingcitizenship.org.uk\" title=\"\">Association for Citizenship Teaching (ACT)<\/a>, Nottingham Trent and Royal Holloway Universities found students who took GCSE citizenship were significantly more likely to express interest in politics, trust democratic institutions.&nbsp;<\/p>\n\n\n\n<p>They were also more confident in their ability to vote and take civic action.&nbsp;<\/p>\n\n\n\n<p>In the last national curriculum review, initiated by&nbsp;former Conservative&nbsp;education secretary Michael Gove in 2012, citizenship\u2019s programme of study was revised. Or, as ACT chief executive Liz Moorse puts it, the subject\u2019s content was \u201cessentially decimated\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img decoding=\"async\" width=\"300\" height=\"300\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/09\/Liz-Moorse-inset-300px.jpg\" alt=\"\" class=\"wp-image-234512\" style=\"object-fit:cover;width:200px;height:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/09\/Liz-Moorse-inset-300px.jpg 300w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/09\/Liz-Moorse-inset-300px-244x244.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/09\/Liz-Moorse-inset-300px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/09\/Liz-Moorse-inset-300px-54x54.jpg 54w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption class=\"wp-element-caption\">Liz Moorse<\/figcaption><\/figure>\n\n\n\n<p>\u201cWhat was left was a very thin national curriculum document, which left teachers quite confused about what this subject is actually trying to achieve,\u201d she explained.&nbsp;<\/p>\n\n\n\n<p>\u201cThen a lot of attention was given to a lot of other things, with citizenship being left off the list often.\u201d<\/p>\n\n\n\n<p>Other reforms of the coalition impacted citizenship, most notably the introduction of the EBacc at GCSE,&nbsp;she added.<\/p>\n\n\n\n<p>The number of entries to citizenship GCSE has fallen to around 21,000 \u2013 with just five subjects receiving fewer entries, according to data published by JCQ.<\/p>\n\n\n\n<p>It is also way below the 94,000 entries to the subject in&nbsp;2010,&nbsp;however those entries were for the \u2018short course\u2019 GCSE.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;A postcode lottery&#8217;<\/h3>\n\n\n\n<p>A 2021 study by political literacy advocate group Shout Out UK found less than a third of England\u2019s schools formally taught citizenship as standalone lessons.<\/p>\n\n\n\n<p>Instead, many schools integrated its teaching with personal, social, health and economics (PSHE) or relationships, sex and health education (RSHE) to save time and resources. Some provided non-curricular activities instead, like a debating club.<\/p>\n\n\n\n<p>Matteo Bergamini, from Shout Out UK, said provision was currently a \u201cpostcode lottery\u201d.<\/p>\n\n\n\n<p>\u201cIf there\u2019s a teacher that really wants to champion this, then they will do it.&nbsp;But once that teacher leaves, their expertise will leave with them.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" width=\"800\" height=\"420\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/11\/Teacher-training-ITT-2-feat.jpg\" alt=\"\" class=\"wp-image-219415\" style=\"width:674px;height:auto\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/11\/Teacher-training-ITT-2-feat.jpg 800w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/11\/Teacher-training-ITT-2-feat-670x352.jpg 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/11\/Teacher-training-ITT-2-feat-768x403.jpg 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/11\/Teacher-training-ITT-2-feat-640x336.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/11\/Teacher-training-ITT-2-feat-244x128.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/11\/Teacher-training-ITT-2-feat-347x182.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/11\/Teacher-training-ITT-2-feat-489x257.jpg 489w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>This rings true for Bryden Joy, who started his career as a science teacher, but decided to take the lead in citizenship teaching at his school in 2008.<\/p>\n\n\n\n<p>\u201cI think a lot of the time it\u2019s just people feeling their way and trying to figure out what to do, not necessarily having actively trained in it,\u201d Joy says.<\/p>\n\n\n\n<p>The number of citizenship teachers across the UK has dramatically declined in the past decade \u2013 from 9,958 in 2011-12,&nbsp;to 4,156 in 2021-22 \u2013 according to Department for Education data.<\/p>\n\n\n\n<p>There are also only two universities offering a PGCE qualification for citizenship teachers, UCL and Kingston University.<\/p>\n\n\n\n<p>But&nbsp;Moorse&nbsp;added teachers \u201chave to&nbsp;play a part in setting their vision, ambition and priorities \u2013 and need to be reminded of their duties and responsibilities to the young people they\u2019re serving. I don\u2019t think that\u2019s been happening in a lot of places.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;A danger point&#8217;<\/h3>\n\n\n\n<p>However&nbsp;Dan Morrow, CEO of Cornwall Education Learning Trust,&nbsp;said&nbsp;teachers often see politics in schools as a \u201cdanger point\u201d.<\/p>\n\n\n\n<p>Teachers are expected to avoid promoting personal political views and present balanced views when issues are covered.<\/p>\n\n\n\n<p>\u201cI think in the culture wars and social media era, it has become quite a toxic debate and one that does leave individual staff in schools open to being othered and in a negative spotlight, when they\u2019re just trying to do good work,\u201d Morrow says.&nbsp;\u201cThat\u2019s why I think we need to be in a statutory space.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"400\" height=\"400\" issues is also widening.<\/p>\n\n\n\n<p>A study by Kings College London found that young men today are more sceptical of feminism and less supportive of gender equality policies compared to their female peers \u2013 and their older male counterparts.&nbsp;<\/p>\n\n\n\n<p>In the 2024 election, double the number of 18\u201324-year-old men than women voted Reform, and almost double the number of young women in the same age group voted Green than young men.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">More &#8216;controversial issues&#8217;<\/h3>\n\n\n\n<p>Teachers have noticed this shift in the classroom \u2013 with more discussions around \u2018controversial issues\u2019 like the Israel-Gaza conflict, the \u2018small boats\u2019 issue, and feminism.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s really hard, because you don\u2019t want to end up giving too much oxygen to serving controversies or issues,\u201d Joy&nbsp;adds, \u201csometimes&nbsp;its&nbsp;better to have a one-to-one conversation with that person later&nbsp;\u2013&nbsp;rather than trying to fight fire with fire.\u201d<\/p>\n\n\n\n<p>But&nbsp;Mackenzie Dawson-Hunt,&nbsp;head of citizenship at St Mark\u2019s&nbsp;school&nbsp;in Mitcham, said this is where the subject can help.<\/p>\n\n\n\n<p>\u201cIt is often poorly understood\u2026the content of the&nbsp;[citizenship]&nbsp;GCSE equips teenagers with vital tools to combat misinformation, engage in political debate and participate in making change\u201d, he&nbsp;adds.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;Simply unwieldy&#8217;<\/h3>\n\n\n\n<p>But for those&nbsp;teachers who do choose to take it on, they are often lacking in other crucial tools \u2013 time and resources.&nbsp;<\/p>\n\n\n\n<p>Joy, who now leads on citizenship for an academy trust in the southeast, said whether a school&nbsp;choosing to teach citizenship is&nbsp;\u201coften driven by existing accountability.&nbsp;If there\u2019s no external measurement, I can absolutely understand why a school leader would want to give that extra lesson a week to English and maths.\u201d<\/p>\n\n\n\n<p>Pepe Di\u2019lasio, general secretary of school leader\u2019s union ASCL&nbsp;adds the&nbsp;\u201cbig challenge\u201d facing schools&nbsp;is&nbsp;fitting in provision \u201cwhen there are already so many competing demands.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"420\" Di&#8217;Iasio<\/figcaption><\/figure>\n\n\n\n<p>Sarah Hannafin, head of policy at school leaders\u2019 union NAHT&nbsp;adds the&nbsp;current curriculum is \u201csimply unwieldy, with teachers expected to cover far too much material in this time available\u201d.<\/p>\n\n\n\n<p>Ofsted&nbsp;evaluates citizenship&nbsp;through&nbsp;its&nbsp;current personal developmental judgment.<\/p>\n\n\n\n<p>This focuses on how well schools prepare pupils for life in modern Britain, covering topics like democracy, British values, debating and responsibilities.<\/p>\n\n\n\n<p>An Ofsted spokesperson told&nbsp;<em>Schools Week<\/em>&nbsp;inspectors evaluated&nbsp;this&nbsp;through assemblies, discussions, literature and extra-curricular opportunities.<\/p>\n\n\n\n<p>But&nbsp;Joy&nbsp;adds his&nbsp;inspections often included \u201ccoded language taking about how you prepare them for life outside of school\u201d and said it was a \u201cgreat rarity\u201d to be asked \u201cwhat citizenship content do you do?\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;New opportunities&#8217;<\/h3>\n\n\n\n<p>And there is a new push for change.<\/p>\n\n\n\n<p>The Electoral Commission recently told The Guardian that democratic education should be taught from as young as 11 years old. The body, which oversees elections, is&nbsp;currently preparing materials&nbsp;for&nbsp;schools&nbsp;in light of&nbsp;plans for votes at 16.<\/p>\n\n\n\n<p>\u201cRight&nbsp;now&nbsp;is a very interesting moment,\u201d Moorse&nbsp;adds. \u201cThe combination of the curriculum and assessment review and the policy to lower the voting age should provide new opportunities for reasserting the role of citizenship in the curriculum for every child.\u201d<\/p>\n\n\n\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-ad2f72ca wp-block-group-is-layout-flex\">\n<p>Labour MP&nbsp;Josh MacAlister, who was recently appointed as a junior education minister,&nbsp;told Schools Week <a href=\"https:\/\/schoolsweek.co.uk\/profile-josh-macalister-mp-for-whitehaven-and-workington\/\" title=\"\">earlier this year<\/a> the commitment to lowering the voting age must also&nbsp;come with a \u201cresurgence of civics in schools\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"532\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/07\/Josh-MacAlister_Thames-ionset-800px.jpg\" alt=\"\" class=\"wp-image-232078\" style=\"object-fit:cover;width:200px;height:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/07\/Josh-MacAlister_Thames-ionset-800px.jpg 800w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/07\/Josh-MacAlister_Thames-ionset-800px-670x446.jpg 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/07\/Josh-MacAlister_Thames-ionset-800px-768x511.jpg 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/07\/Josh-MacAlister_Thames-ionset-800px-640x426.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/07\/Josh-MacAlister_Thames-ionset-800px-244x162.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/07\/Josh-MacAlister_Thames-ionset-800px-347x231.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/07\/Josh-MacAlister_Thames-ionset-800px-489x325.jpg 489w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">Josh MacAlister<\/figcaption><\/figure>\n<\/div>\n\n\n\n<p>\u201cI really think we&nbsp;have to&nbsp;find a way of boosting civics education. Putting that together could mean we end up with the most informed, most engaged voter demographic being 16 and 17-year-olds, and&nbsp;completely overturning some of the preconceptions people have got about young people\u2019s attitude to politics.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Education a &#8216;vital part&#8217; of votes at 16<\/h3>\n\n\n\n<p>The ACT has&nbsp;also&nbsp;called for citizenship to be made statutory at primary&nbsp;school,&nbsp;as well as better training opportunities for teachers and greater inspection of the subject by Ofsted.<\/p>\n\n\n\n<p>Bergamini,&nbsp;Shout Out UK,&nbsp;argues the government should provide a bursary&nbsp;to incentivise&nbsp;teachers to train in the subject.<\/p>\n\n\n\n<p>The DfE told&nbsp;<em>Schools Week<\/em>&nbsp;it saw potential in lowering the voting age to help boost young people\u2019s engagement with the subject, and that \u201cdeepening young people\u2019s knowledge and understanding about democracy is a vital part of implementing votes at 16\u201d.<\/p>\n\n\n\n<p>The government\u2019s curriculum and assessment review, set to be released in the autumn, will consider the state of citizenship teaching today, the DfE added.<\/p>\n\n\n\n<p>But Shortland adds without further action, the government will essentially be saying \u201c\u2018I\u2019m going to give you some votes at 16, but I don\u2019t give you the knowledge and the information and the power that you need to&nbsp;actually do&nbsp;something with your
