So what\u2019s behind the rise, and is a cut do-able? <\/p>\n\n\n\n<p><em>Schools Week<\/em> investigates\u2026<\/p>\n\n\n\n<p>In <a href=\"https:\/\/www.gov.uk\/government\/publications\/evidence-to-the-strb-2026-pay-award-for-teachers-and-leaders\" target=\"_blank\" rel=\"noopener\" title=\"\">evidence<\/a> to the School Teachers\u2019 Review Body (STRB), which makes recommendations on teacher pay and hours, the Department for Education (DfE) <a href=\"https:\/\/schoolsweek.co.uk\/dfe-suggests-6-5-teacher-pay-rise-but-over-three-years\/\" target=\"_blank\" rel=\"noopener\" title=\"\">recommended<\/a> pay rises totalling 6.5 per cent for teachers over the next three years.<\/p>\n\n\n\n<p>But the department was clear there would be no more cash over and above what was announced at the three-year spending review earlier this year.<\/p>\n\n\n\n<p>While savings required will vary by school, the government said \u201cseveral common themes have emerged\u201d from those who have saved money.&nbsp;<\/p>\n\n\n\n<p>That includes \u201creconsidering the composition of their leadership teams\u201d.<\/p>\n\n\n\n<p>\u201cThere has been a 45 per cent increase in assistant headteacher positions since 2011-12, indicating some room to drive better value from spending,\u201d the government highlighted.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Rise of the assistant headteacher<\/h3>\n\n\n\n<p>Analysis of <a href=\"https:\/\/explore-education-statistics.service.gov.uk\/find-statistics\/school-leadership-retention\/2024\" target=\"_blank\" rel=\"noopener\" title=\"\">DfE figures<\/a> show there were 22,652 full-time equivalent (FTE) assistant heads in the 2011-12 academic year, rising to 32,905 in 2024-25.<\/p>\n\n\n\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-ad2f72ca wp-block-group-is-layout-flex\">\n<p>Pupil numbers have also risen in that time \u2013 but only by 11 per cent. The number of complaints to Ofsted and also the Teacher Regulation Agency have soared in recent years.<\/p>\n\n\n\n<p>But the biggest growth in assistant head positions was in primary schools, and occurred in the early 2010s.&nbsp;<\/p>\n\n\n\n<p>Toby Greany, professor of education at the University of Nottingham, said this was when overall pupil numbers were \u201cincreasing most sharply&#8230;and when many schools were becoming academies and when local authority services were reducing\u201d.<\/p>\n\n\n\n<p>Between 2012-13 and 2015-16, the workforce increased by an average of 1,365 additional FTE assistant heads each year, peaking in 2014-15 with more than 2,075.<\/p>\n\n\n\n<p>Since 2016-17, growth has averaged at about 600 annually, but there was a notable spike of 1,150 a year across 2022-24.<\/p>\n\n\n\n<p>Greany said this jump was largely in secondary \u2013 and could either be due to rising pupil numbers or to meet post-pandemic pressures.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Recruitment and retention factor<\/h3>\n\n\n\n<p>John Howson, who runs DataforEducation, added that schools struggling to recruit heads of department \u2013 typically in shortage subjects \u2013 may also use the leadership pay scale \u201cto attract them to apply for such posts\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\"><img decoding=\"async\" width=\"560\" height=\"560\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/11\/Cat-Scutt.jpeg\" alt=\"\" class=\"wp-image-237524\" style=\"object-fit:cover;width:200px;height:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/11\/Cat-Scutt.jpeg 560w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/11\/Cat-Scutt-400x400.jpeg 400w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/11\/Cat-Scutt-244x244.jpeg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/11\/Cat-Scutt-147x147.jpeg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/11\/Cat-Scutt-54x54.jpeg 54w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/11\/Cat-Scutt-347x347.jpeg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/11\/Cat-Scutt-489x489.jpeg 489w\" sizes=\"(max-width: 560px) 100vw, 560px\" \/><figcaption class=\"wp-element-caption\">Dr Cat Scutt<\/figcaption><\/figure>\n\n\n\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-ad2f72ca wp-block-group-is-layout-flex\">\n<p>Meanwhile, Dr Cat Scutt, deputy chief executive of education and research at the Chartered College of Teaching, said that as well as being a response to challenging recruitment times, it could also reflect an era where headship is \u201cperhaps increasingly unappealing\u201d.<\/p>\n<\/div>\n\n\n\n<p>&nbsp;\u201cDeveloping AHT and other specialist leadership roles has,\u201d she added, \u201cbeen a mechanism to avoid losing excellent teachers and develop a pipeline of future leaders\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Assistant heads &#8216;mostly sinking&#8217;<\/h3>\n\n\n\n<p>But studies show assistant heads say they are also overworked.&nbsp;<\/p>\n\n\n\n<p>The University of Nottingham\u2019s <a href=\"https:\/\/www.nottingham.ac.uk\/research\/groups\/crelm\/projects\/school-leadership.aspx\" target=\"_blank\" rel=\"noopener\" title=\"\">Sustainable School Leadership report<\/a>, published in September, asked leaders if they are \u201cthriving, surviving or sinking\u201d.<\/p>\n\n\n\n<p>Assistant and deputy heads were more likely to be \u201cmostly sinking\u201d (11.4 per cent) than headteachers (7.1 per cent). Around 30 per cent were \u201csometimes\u201d or \u201cmostly\u201d sinking.<\/p>\n\n\n\n<p>Greany says this makes clear that \u201cleaders today are hugely stretched\u201d, and warned against assuming there are \u201ceasy savings for schools to make\u201d.<\/p>\n\n\n\n<p>On the DfE\u2019s leadership saving comments, Di\u2019Iasio added: \u201cMake no mistake this is a cut, not an efficiency saving. It means having to do more with less, which risks professional burnout and poorer staff retention.\u201d<\/p>\n\n\n\n<p>Scutt stressed growth in assistant heads \u201chas been driven by need\u201d and is \u201cnot something that schools can just cut without having a considerable impact and increasing costs elsewhere\u201d.<\/p>\n\n\n\n<p>However, Howson said assistant head numbers may fall anyway with declining rolls, as schools \u201cmanage the turnover, so that if somebody leaves they\u2019re not replaced\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ministers point to rising numbers of assistant heads in cost-cutting advice.
