{"id":242614,"date":"2026-02-27T15:30:00","date_gmt":"2026-02-27T15:30:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=242614"},"modified":"2026-02-27T13:08:23","modified_gmt":"2026-02-27T13:08:23","slug":"off-rolling-curbs-welcomed-but-warnings-over-gaps-in-data","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/off-rolling-curbs-welcomed-but-warnings-over-gaps-in-data\/","title":{"rendered":"Off-rolling curbs welcomed, but warnings over \u2018gaps in data\u2019"},"content":{"rendered":"\n<p>Labour\u2019s off-rolling crackdown could finally \u201cshed light on a practice that is currently invisible\u201d but must be supported by councils and trusts to work, experts have said.\u00a0<\/p>\n\n\n\n<p>The schools white paper unveiled plans to tighten up scrutiny over pupil movements, and to interrogate the leaders of schools suspected of illegal exclusions or other shady methods to skew cohorts.\u00a0<\/p>\n\n\n\n<p>Kiran Gill, chief executive of inclusion charity The Difference, said this \u201chas been an area of insufficient data accountability\u201d.&nbsp;<\/p>\n\n\n\n<p>\u201cIt shouldn\u2019t be up to investigative journalists or brilliant statisticians to highlight where there\u2019s a system challenge.\u201d&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Concerning practices<\/h3>\n\n\n\n<p>The government will launch a new internal dashboard that identifies school-level trends \u201cthat could suggest off-rolling or other concerning practices, including off-site direction and managed moves\u201d. <\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"300\" height=\"300\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/12\/Kiran-Gill-300px.jpg\" alt=\"\" class=\"wp-image-239219\" style=\"object-fit:cover;width:200px;height:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/12\/Kiran-Gill-300px.jpg 300w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/12\/Kiran-Gill-300px-244x244.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/12\/Kiran-Gill-300px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/12\/Kiran-Gill-300px-54x54.jpg 54w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption class=\"wp-element-caption\">Kiran Gill<\/figcaption><\/figure>\n\n\n\n<p>It will use this to conduct an annual review of how children move through the education system. Officials will \u201cfollow up on a targeted basis with responsible bodies to better understand and challenge where there are possible concerns\u201d.<\/p>\n\n\n\n<p>Off-rolling is when a pupil is removed from a school\u2019s roll without a permanent exclusion, when it is primarily in the best interests of the school, not the child. <\/p>\n\n\n\n<p>Education Policy Institute (EPI) research two years ago found tens of thousands of pupils have \u201cunexplained\u201d moves out of school each year, with poorer children more likely to be impacted.&nbsp;<\/p>\n\n\n\n<p>At least some of these exits are managed moves. These are allowed when agreed between heads, parents and pupils, but constitute off-rolling if not in a pupil\u2019s best interests.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Fill data gaps<\/h3>\n\n\n\n<p>The think tank urged ministers to launch \u201ca central data reporting system which captures all moves and the reasons for them\u201d.&nbsp;<\/p>\n\n\n\n<p>The white paper said the clampdown will \u201cpay particular attention to schools where SEND, free school meal or demographic trends appear significantly out of sync with their local context\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-embed alignright is-type-wp-embed is-provider-schools-week wp-block-embed-schools-week\"><div class=\"wp-block-embed__wrapper\">\n<span class=\"e8cTrsuiD5aO6JxUV7KG9LYhI1tgdpmWQRPvE4N3\"><blockquote class=\"wp-embedded-content\" data-secret=\"VpOiQee1cE\"><a href=\"https:\/\/schoolsweek.co.uk\/schools-white-paper-the-key-schools-policies\/\">Schools white paper: The key schools policies<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Schools white paper: The key schools policies&#8221; &#8212; Schools Week\" src=\"https:\/\/schoolsweek.co.uk\/schools-white-paper-the-key-schools-policies\/embed\/#?secret=7pYF2iEDV3#?secret=VpOiQee1cE\" data-secret=\"VpOiQee1cE\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/span>\n<\/div><\/figure>\n\n\n\n<p>Jon Andrews, the EPI\u2019s interim CEO, said the government was \u201cright to use a &#8216;curious&#8217; approach, because a data dashboard can identify unusual patterns but cannot, on its own, tell you whether any individual move was in a child&#8217;s interest\u201d.&nbsp;<\/p>\n\n\n\n<p>However, there are \u201cgaps in the data that the government will need to address\u201d. Managed moves are not recorded nationally and schools are not required to report reasons for pupil departures if they are not permanently excluded.<\/p>\n\n\n\n<p>\u201cData which captures all moves and the reasons for them, including managed moves and moves into home schooling, is required,&#8221; Andrews said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u2018Perverse incentives\u2019<\/h3>\n\n\n\n<p>A The Difference report last year told government, councils and trusts to \u201ctake an active role in identifying and improving non-representative schools\u201d.&nbsp;<\/p>\n\n\n\n<p>\u201cThis white paper recommendations are a recognition that the department and the governance structures around schools \u2013 councils and MATs \u2013 need to be part of policing the worst of those perverse incentives,\u201d Gill said.&nbsp;<\/p>\n\n\n\n<p>The white paper said the Department for Education will try to share more timely pupil movement data with Ofsted to help it identify \u201cunacceptable\u201d techniques.<\/p>\n\n\n\n<p>Where \u201cbad practice\u201d is unearthed, schools will likely be issued with an \u2018urgent improvement\u2019 grade for leadership and governance.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Inclusion bases and AP<\/h3>\n\n\n\n<p>Dr Carlie Goldsmith, of education charity Impetus, believes the proposed off-rolling changes \u201cwill shed light on a practice that is currently invisible\u201d.<\/p>\n\n\n\n<p>She offered a \u201cword of caution\u201d, warning that \u201cnationalising the system makes it difficult to spot patterns of poor practice at the local level\u201d.&nbsp;<\/p>\n\n\n\n<p>The department also confirmed it will \u201cmake processes clearer and more consistent across all schools, including how pupils access inclusion bases within mainstream settings\u201d.&nbsp;<\/p>\n\n\n\n<p>It will also \u201cstrengthen expectations for reintegrating pupils from alternative provision\u201d and set requirements for governors and trustees to monitor the movement of children.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Government plans to tighten fair banding rules<\/strong><\/h3>\n\n\n\n<p>Ministers\u2019 inclusion drive could be boosted by new school guidance on how \u201cfair banding\u201d admissions approaches can alter the make-up of classes, campaigners argue.&nbsp;<\/p>\n\n\n\n<p>The government is planning to tighten the rules around fair banding \u2013 a practice used by secondaries to admit a proportion of pupils from different ability groups based on a test \u2013 to ensure it \u201cproduces representative intakes\u201d. <\/p>\n\n\n\n<p>It also wants to make the operation of the controversial arrangements \u201cclearer\u201d by requiring schools to set out more details about how they work. No further information on the changes have been released.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img decoding=\"async\" width=\"140\" height=\"140\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/01\/Michael-Gosling-exp-140px.jpg\" alt=\"\" class=\"wp-image-174986\" style=\"object-fit:cover;width:200px;height:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/01\/Michael-Gosling-exp-140px.jpg 140w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/01\/Michael-Gosling-exp-140px-54x54.jpg 54w\" sizes=\"(max-width: 140px) 100vw, 140px\" \/><figcaption class=\"wp-element-caption\">Michael Gosling<\/figcaption><\/figure>\n\n\n\n<p>Trinity Multi Academy Trust chief executive Michael Gosling, who runs schools that use fair banding, said: \u201cThe proposals seem reasonable and fair because they talk about more details being required to ensure clarity, which I don\u2019t think anybody would argue with.<\/p>\n\n\n\n<p>\u201cHowever, rather ironically, they also lack the detail needed to provide clarity on what that means in practice.\u201d<\/p>\n\n\n\n<p>Current rules state fair banding can be used to produce an intake that is representative of the ability of applicants to a school, the ability of children locally or the national average.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;Fair and objective&#8217;<\/h3>\n\n\n\n<p>Requirements \u201cmust be fair, clear, and objective\u201d. Trusts and councils must publish their schools\u2019 admission requirements, and the process for banding and decisions, including details of the tests.&nbsp;<\/p>\n\n\n\n<p>When approached for more information, the Department for Education did not outline in what ways arrangements are unclear now.<\/p>\n\n\n\n<p>Charlotte O\u2019Regan, of social mobility charity Sutton Trust, said: \u201cIt\u2019s the current implementation of fair banding that&#8217;s the challenge, not the mechanism itself. <\/p>\n\n\n\n<p>&#8220;Schools could benefit from support and guidance on the potential impact of each option that\u2019s in the school admissions code, in a way that ensures inclusion is at the heart of their decisions.\u201d<\/p>\n\n\n\n<p>Schools Week revealed in October that a controversial decision allowing the Carlton Bolling school in Bradford to introduce the practice <a href=\"https:\/\/schoolsweek.co.uk\/admissions-watchdog-rescinds-fair-banding-approval\/\" target=\"_blank\" rel=\"noopener\" title=\"\">had been withdrawn<\/a> by the admissions watchdog over allegations that important evidence was ignored. <\/p>\n\n\n\n<p>The approval <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/68d3e43e275fc9339a248c56\/ADA4478_Carlton_Bolling_Bradford_Determination_23_September_2025__1_.pdf\" target=\"_blank\" rel=\"noopener\"
