{"id":243239,"date":"2026-03-13T14:03:20","date_gmt":"2026-03-13T14:03:20","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=243239"},"modified":"2026-03-13T18:12:36","modified_gmt":"2026-03-13T18:12:36","slug":"end-of-advisory-boards-leaves-civil-servants-with-monopoly-on-wisdom","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/end-of-advisory-boards-leaves-civil-servants-with-monopoly-on-wisdom\/","title":{"rendered":"End of advisory boards leaves civil servants with \u2018monopoly on wisdom\u2019"},"content":{"rendered":"\n<p>Most behind-closed-doors meetings that once analysed plans for the future of schools have already been canned,&nbsp;<em>Schools Week<\/em>&nbsp;can reveal, as ministers prepare to scrap the controversial gatherings entirely.&nbsp;<\/p>\n\n\n\n<p>One regional advisory board has not assembled in the past 14 months, prompting one leader to note that some groups \u201chave essentially ceased to exist\u201d.&nbsp;<\/p>\n\n\n\n<p>But, with the meetings \u2013 which are designed to inform officials on the decisions \u2013 due to end this month, the government has been warned that it risks handing civil servants a \u201cmonopoly on wisdom\u201d.<\/p>\n\n\n\n<p>Mark Boylan, a Sheffield Hallam University professor of education, said: \u201cWhatever the issues with the composition of advisory boards in the past and the lack of representation of community schools, at least they were senior leaders who understood how schools work, the process of transferring schools, supporting schools.<\/p>\n\n\n\n<p>\u201cThe regional officers do not have really detailed, close local knowledge of all the schools in their region \u2013 nor could they.\u201d&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Rulings \u2018in isolation\u2019<\/strong><\/h3>\n\n\n\n<p>Advisory boards consist of current and former academy bosses and are intended to inform, scrutinise and challenge regional director rulings on trust growth plans. From <a href=\"https:\/\/www.gov.uk\/government\/collections\/advisory-boards\" target=\"_blank\" rel=\"noopener\" title=\"\">next month<\/a>, regional directors will decide on the applications without their help.&nbsp;<\/p>\n\n\n\n<p>Plans set to be considered by senior civil servants will continue to be published online each month, with their decisions released later.<\/p>\n\n\n\n<p>However, Chiltern Learning Trust CEO and advisory board member Adrian Rogers believes it will leave decision makers with \u201ca lack of local knowledge\u201d, with rulings made \u201cmore in isolation\u201d.&nbsp;<\/p>\n\n\n\n<p>Association of School and College Leaders general secretary Pepe Di\u2019Iasio urged the Department for Education to keep channels open for leaders and other experts to \u201cprovide advice and feed into this process\u201d.<\/p>\n\n\n\n<p>One board member said regional directors often have \u201ctemperature checks\u201d during meetings to understand \u201cwhere the sector was&#8221;.&nbsp;<\/p>\n\n\n\n<p>Under the new system, there will be \u201ca deficit in terms of their information base for decisions and their understanding of what is going on on the ground\u201d.&nbsp;<\/p>\n\n\n\n<p>And, in the absence of the meetings, there is a \u201cdanger \u2026 certain figures or certain MATs may, due to relationships and size, come to dominate that informal space\u201d.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Most meetings cancelled<\/strong><\/h3>\n\n\n\n<p><em>Schools Week<\/em>&nbsp;analysis of advisory board documents shows just 33 of the 79 meetings (42 per cent) scheduled over the past 12 months actually went ahead. Just 8 per cent were cancelled the year before.&nbsp;<\/p>\n\n\n\n<p>Our analysis suggests the north-east advisory board has not met since 2024. The east of England was the only region not to have had a cancellation in the past three years.<\/p>\n\n\n\n<p>Dr Jenny Blunden, a south-west advisory board member and Truro and Penwith Academy Trust chief, noted some boards \u201chave essentially ceased to exist\u201d.&nbsp;<\/p>\n\n\n\n<p>Another board member attributed this to a \u201cdefinite drop in the number of academisations going through\u201d, following Labour\u2019s decision to axe three expansion grants towards the end of 2024.&nbsp;<\/p>\n\n\n\n<p>The loss of appetite is <a href=\"https:\/\/schoolsweek.co.uk\/clarity-sought-as-trust-growth-funding-absent-from-white-paper\/\" target=\"_blank\" rel=\"noopener\" title=\"\">reflected in the figures<\/a>. On average, 17 conversion applications were lodged each month last year, compared to 59 in 2024 and 2023.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Transparency questions<\/strong><\/h3>\n\n\n\n<p>Advisory boards have long been criticised for lacking transparency.&nbsp;<em>Schools Week<\/em>&nbsp;analysis three years ago found just one in 10 meetings received public representations.&nbsp;<\/p>\n\n\n\n<p>Officials have said they will continue to provide advance notice of proposals to be considered and all representations will still \u201cbe considered by decision makers\u201d.&nbsp;<\/p>\n\n\n\n<p>The DfE said it \u201cremain[s] committed to being transparent and accountable in our decision-making practice\u201d.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-large is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"970\" height=\"1024\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2021\/07\/Mark-Boylan-inset-500ps-970x1024.jpg\" alt=\"Mark Boylan\" class=\"wp-image-125248\" style=\"object-fit:cover;width:200px;height:200px\"\/><figcaption class=\"wp-element-caption\">Mark Boylan<\/figcaption><\/figure>\n\n\n\n<p>Rulings will be published as they are now: when decisions have been made by regional directors outside of meetings, the only details included are whether it was approved or rejected and if \u201cfurther actions\u201d are required. They do not give reasons.&nbsp;<\/p>\n\n\n\n<p>Boylan argued that the changes will leave regional directors with a \u201cmonopoly on wisdom\u201d.&nbsp;<\/p>\n\n\n\n<p>Pointing to situations in which underperforming schools are forced to academise or move trusts, he added: \u201cThe proposal \u2026 is made within the office of the regional director and then [under the new system] the office of the regional director makes the decision without the input of anybody else. What&#8217;s the point?\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Why do it?&nbsp;<\/strong><\/h3>\n\n\n\n<p>The government said the change was being made as the schools white paper \u201csets out that it will renew its approach to decision making\u201d by updating commissioning guidance. It is not clear when these changes will be made.&nbsp;<\/p>\n\n\n\n<p>The white paper said that \u201cdemanding expectations\u201d will be set through new trust standards \u201cby overhauling the school trust quality descriptions\u201d.&nbsp;<\/p>\n\n\n\n<p>The DfE said it believes &#8220;the advice of sector leaders can be more valuable in helping to identify local priorities and set strategic direction for an area, so we will seek to engage them in other ways&#8221;. <\/p>\n\n\n\n<p>Regional teams will &#8220;work with local authorities and schools on how to build a landscape of
