{"id":245320,"date":"2026-04-23T23:00:57","date_gmt":"2026-04-23T22:00:57","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=245320"},"modified":"2026-04-23T23:24:29","modified_gmt":"2026-04-23T22:24:29","slug":"ministers-mull-future-of-380m-send-budgets-transfer-policy","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/ministers-mull-future-of-380m-send-budgets-transfer-policy\/","title":{"rendered":"Ministers mull future of \u00a3380m SEND budgets transfer policy"},"content":{"rendered":"<p class=\"s9\"><span class=\"s8\">Ministers are mulling changes to a controversial policy that allowed councils to raid nearly <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">380 million from school budgets over the <\/span><span class=\"s8\">p<\/span><span class=\"s8\">ast decade to plug spiralling SEND deficits.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\"><em>Schools Week<\/em> can reveal how 21 councils were given ministerial go-ahead to transfer a combined <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">75.5 million from mainstream school budgets to the high<\/span><span class=\"s8\">&#8211;<\/span><span class=\"s8\">needs pot in 2026-27.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Headteachers are demanding <\/span><span class=\"s8\">the <\/span><span class=\"s8\">government scrap the cash transfers, in light of <\/span><span class=\"s8\">its<\/span><span class=\"s8\"> plans to wipe most of councils<\/span><span class=\"s10\">\u2019 <\/span><span class=\"s8\">existing SEND deficits.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Town halls must get <a href=\"https:\/\/www.gov.uk\/government\/publications\/pre-16-schools-funding-local-authority-guidance-for-2024-to-2025\/guidance-for-completing-the-disapplications-form\">Department for Education approval<\/a> if they want to transfer more than 0.5 per cent of school budgets, or to move up to 0.5 per cent without sign-off from their local schools forum.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">In the <\/span><span class=\"s8\">p<\/span><span class=\"s8\">ast <a href=\"https:\/\/schoolsweek.co.uk\/devastating-and-dangerous-schools-hit-by-82m-budget-raid-for-send\/\">eight years<\/a>, councils have transferred <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">378 million from schools budgets, with one head warning he had to make redundancies because of the cuts.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Councils have argued the transfers are needed to keep up with ballooning costs and rising numbers of education, health and care plans (EHCPs), with the money taken benefiting the wider SEND system.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">But with <\/span><span class=\"s8\">the <\/span><span class=\"s8\">government expected to clear deficits worth <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">5 billion up until April this year, heads want the policy scrapped and previous decisions reversed.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">The DfE told <em>Schools Week<\/em> block transfers have become an <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">established part of the funding landscape<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">, but that it is considering policy and guidance for beyond 2026-27.<\/span><\/p>\n<h2 class=\"s13\"><span class=\"s11\">\u2018<\/span><span class=\"s12\">Reverse the decision<\/span><span class=\"s11\">\u2019 <\/span><\/h2>\n<p class=\"s9\"><span class=\"s8\">Vic Goddard, <\/span><span class=\"s8\">chief executive of Passmores Cooperative Learning Community academy trust, said it would be <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">beyond comprehension<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">if the government continued to approve more money taken from school budgets.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">Report after report shows the impact that will have on staff and other resources that are in place to support the most vulnerable children in our schools.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">It<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">s not too late to reverse these decisions and they should do it now.<\/span><span class=\"s8\">\u201d<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Freedom of information data obtained by <em>Schools Week<\/em> revealed Kent had the largest amount approved <\/span><span class=\"s8\">\u2013 \u00a3<\/span><span class=\"s8\">16.5 million, or 1.2 per cent of the schools budget.<\/span><\/p>\n<p><iframe src=\"https:\/\/datawrapper.dwcdn.net\/7ern8\/2\/\" height=\"888\" frameborder=\"0\" title=\"Councils that top sliced school budgets in 2026-27\" scrolling=\"no\" id=\"datawrapper-chart-7ern8\" style=\"width: 0; min-width: 100% !important; border: none;\" data-external=\"1\" aria-label=\"Table\"><\/iframe><script type=\"text\/javascript\">window.addEventListener(\"message\",function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r,i=0;r=e[i];i++)if(r.contentWindow===a.source){var d=a.data[\"datawrapper-height\"][t]+\"px\";r.style.height=d}}});<\/script><\/p>\n<p class=\"s9\"><span class=\"s8\">Other councils, including Essex, Bedford, Bracknell Forest and Kirklees, transferred 1 per cent of their core school budgets.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Essex has taken 1 per cent from its core schools budget for the third year in a row, equating to more than <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">13 million.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">By taking that 1 per cent, you are directly impacting the schools you say you want to support,<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">said Goddard.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">His trust, which runs five schools in the county, has made 20 redundancies, which he suggested was a direct impact of the transfer.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">We probably would have had to make four or five redundant if that 1 per cent hadn<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">t been taken. It<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">s not just a generic amount of money.<\/span><span class=\"s8\">\u201d<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Matt Jessop,<\/span><span class=\"s8\"> the <\/span><span class=\"s8\">headteacher <\/span><span class=\"s8\">of<\/span><span class=\"s8\"> Crosthwaite Primary in Cumbria, said transfers <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">shouldn<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">t be allowed and councils shouldn<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">t even be in a position to consider it as an option<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Many of these transfers were tied into <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">safety<\/span><span class=\"s8\">&#8211;<\/span><span class=\"s8\">valve<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">agreements, where councils agreed sweeping changes to SEND services in exchange for a government bailout.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">This scheme has ended, and instead councils are being asked to draw up <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">local SEND reform plans<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">. Ministerial approval of these plans releases the deficit cash through the <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">high<\/span><span class=\"s8\">&#8211;<\/span><span class=\"s8\">needs stability grant<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Eighteen other councils confirmed to <em>Schools Week<\/em> they had approved a transfer of up to 0.5 per cent without the need for government approval, including Medway, Cornwall, Hull and Bristol.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">This year, the department refused just one application <\/span><span class=\"s8\">\u2013 <\/span><span class=\"s8\">from Somerset <\/span><span class=\"s8\">\u2013 <\/span><span class=\"s8\">while schools forums refused 11 requests.<\/span><\/p>\n<h2 class=\"s13\"><span class=\"s14\">\u2018<\/span><span class=\"s15\">Sticking<\/span><span class=\"s15\">&#8211;<\/span><span class=\"s15\">plaster<\/span><span class=\"s15\"> solution<\/span><span class=\"s14\">\u2019<\/span><\/h2>\n<p class=\"s9\"><span class=\"s8\">Mainstream schools have been thrust into the driving seat of the SEND reforms. They will produce individual support plans for pupils with additional needs, with all secondary schools expected to have an inclusion base.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">The white paper set out how they want to <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">re-balance funding<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">by directing more high<\/span><span class=\"s8\">&#8211;<\/span><span class=\"s8\">needs cash into core school budgets.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">The DfE has also announced an <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">inclusive mainstream fund<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">, where the average secondary school will receive <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">48,000 per year. <\/span><span class=\"s8\">Primaries will receive <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">14,000<\/span><span class=\"s8\">.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">But heads claim<\/span> <span class=\"s8\">it does not go far enough to match reform &#8220;aspirations&#8221;, with one pointing out the amount for primary schools is about half the salary of a teaching assistant.<\/span><\/p>\n<figure id=\"attachment_243861\" aria-describedby=\"caption-attachment-243861\" style=\"width: 300px\" class=\"wp-caption alignnone\"><img fetchpriority=\"high\" Bowen, <\/span><span class=\"s8\">the <\/span><span class=\"s8\">assistant general secretary of the school leaders<\/span><span class=\"s10\">\u2019 <\/span><span class=\"s8\">union NAHT, agreed block transfers continued to be <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">sticking-plaster solutions<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">that <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">do not offer a sustainable way forward<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">We need to get to the point quickly where transfers from the schools block to the high-needs block are no longer required.<\/span><span class=\"s8\">\u201d<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Julia Harnden, the deputy director of policy at the leaders<\/span><span class=\"s10\">\u2019 <\/span><span class=\"s8\">union ASCL, said it was <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">concerning<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">that transfers <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">only end up increasing the strain on school budgets, which ultimately impacts the provision and support available to pupils<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<h2 class=\"s13\"><span class=\"s14\">\u2018<\/span><span class=\"s15\">Recognised mechanism<\/span><span class=\"s14\">\u2019<\/span><\/h2>\n<p class=\"s9\"><span class=\"s8\">Many councils approached by <em>Schools Week<\/em> said the block transfers remained necessary.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">North Somerset transferred <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">1.84 million, 1 per cent of its school budget, to the high-needs block this year.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">A council spokesperson said even with the 90 per cent write-off it would be left with about <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">6 million in deficit, and that it still faced a <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">significant shortfall<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">for 2026-27.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">The disapplication is a recognised mechanism to ensure that resources focused on SEND return to mainstream schools.<\/span><span class=\"s8\">\u201d<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Kingston, which has transferred 0.4 per cent (<\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">621,000), said the DfE <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">has been clear that the write-off should not mean that local authorities and schools stop taking steps to minimise deficits<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">A Medway council spokesperson agreed that <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">paying off the deficit does not change the fact that the current funding is not enough to provide services<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Experts have warned council financial woes are likely to continue. The Office for Budgetary Responsibility predicted councils will accrue further deficits of <\/span><span class=\"s8\">\u00a3<\/span><span class=\"s8\">8.6 billion between now and 2028, when <\/span><span class=\"s8\">the <\/span><span class=\"s8\">DfE takes on the cost pressures.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Matt Keer, <\/span><span class=\"s8\">a <\/span><span class=\"s8\">contributor to<\/span><span class=\"s8\"> the<\/span><span class=\"s8\"> parent-led campaign group Special Needs Jungle, said: <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">The overall value of block transfers are tiny when compared to the size of in-year dedicated schools grant (DSG) deficits.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">They don<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">t ease financial pressure by much, and although most LAs will presumably be getting 90 per cent of their built-up DSG deficits eliminated in the autumn, the financial pressure will continue for a couple more years yet.<\/span><span class=\"s8\">\u201d<\/span><\/p>\n<h2 class=\"s13\"><span class=\"s14\">\u2018<\/span><span class=\"s15\">Everyone<\/span><span class=\"s14\">\u2019<\/span><span class=\"s15\">s competing<\/span><span class=\"s14\">\u2019<\/span><\/h2>\n<p class=\"s9\"><span class=\"s8\">Amanda Watkins, an independent SEND consultant, said the way the system had been set up meant everyone fighting their <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">own little corner<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">They<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">re competing for resources, rather than working together to use the available resources in better ways for everyone.<\/span><span class=\"s8\">\u201d<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">But in some instances, a block transfer has not led to a showdown between council and schools.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Oxfordshire<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">s schools forum managed to reduce the council<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">s original plan for a 0.5 per cent transfer to 0.25 per cent after members asked for a breakdown of how the cash would be used.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">The council was asked to present evidence of what initiatives were working, which the schools forum then agreed to fund as part of the transfer.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Nathan Thomas, forum chair and chief executive of Acer Trust, said this approach allowed a decision, but <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">not in a blanket way<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-223880\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Nathan-Thomas-exp-140px.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Nathan-Thomas-exp-140px.jpg 140w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Nathan-Thomas-exp-140px-54x54.jpg 54w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">We did actually agree to fund some of that collaborative SEND work<\/span><span class=\"s8\">\u2026<\/span><span class=\"s8\">which has been really successful at having an impact. We declined with some of the other areas.<\/span><span class=\"s8\">\u201d<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Thomas said this meant members could help find solutions, but <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">equally push back to say, there isn<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">t enough money in schools<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Norfolk previously transferred 1.43 per cent from its budget last year, but did not make any transfers this year.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">Council documents said officials were <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">of the view that continuing the block transfer is counterproductive<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">because it <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">is removing funding from mainstream schools at a time when Norfolk<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">s strategy, along with the national narrative, is to increase mainstream inclusion<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">When asked whether she felt this difference, headteacher Jess Balado, the chair of the Norfolk School Leaders<\/span><span class=\"s10\">\u2019 <\/span><span class=\"s8\">Association, said leaders <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">respond to what we get<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">It<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">s just the case of week by week, day by day, and balancing the books to make sure that you<\/span><span class=\"s10\">\u2019<\/span><span class=\"s8\">re making the money goes as far as it possibly can.<\/span><span class=\"s8\">\u201d<\/span><\/p>\n<p class=\"s9\"><span class=\"s8\">The DfE said block transfer decisions <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">have been taken through the usual process<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">and were <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">not affected<\/span><span class=\"s8\">\u201d <\/span><span class=\"s8\">by the announcement of the high-needs stability grant.<\/span><\/p>\n<p class=\"s17\"><span class=\"s10\">\u201c<\/span><span class=\"s8\">Arrangements for supporting local authorities with deficits from 2026-27 onwards have not yet been announced, but local authorities can expect that we will continue to take<\/span><span class=\"s16\">\u202f<\/span><span class=\"s8\">an appropriate<\/span><span class=\"s16\">\u202f<\/span><span class=\"s8\">and proportionate approach, though it will not be unlimited.<\/span><span
