{"id":246489,"date":"2026-05-14T23:00:32","date_gmt":"2026-05-14T22:00:32","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=246489"},"modified":"2026-05-14T23:07:55","modified_gmt":"2026-05-14T22:07:55","slug":"secondary-english-curriculum-crowds-out-reading-for-pleasure","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/secondary-english-curriculum-crowds-out-reading-for-pleasure\/","title":{"rendered":"Secondary English curriculum \u2018crowds out\u2019 reading for pleasure"},"content":{"rendered":"<p class=\"s6\"><span class=\"s3\">An <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">increasingly narrow<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">English curriculum and a focus on passing tests are squeezing out <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">reading for pleasure<\/span><span class=\"s3\">\u201d<\/span><span class=\"s3\">, experts<\/span><span class=\"s3\"> say<\/span><span class=\"s3\">.<\/span><\/p>\n<p class=\"s7\"><span class=\"s3\">The education committee is exploring the <a href=\"https:\/\/schoolsweek.co.uk\/phillipson-launches-summer-reading-drive-to-boost-school-readiness\/\" target=\"_blank\" rel=\"noopener\">rapid decline in children reading for pleasure<\/a> and looking at what steps the government can take.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">At a hearing on Wednesday, Robert Eaglestone, <\/span><span class=\"s3\">a <\/span><span class=\"s3\">policy lead at the English Association, described how the secondary English curriculum <\/span><span class=\"s3\">was<\/span> <span class=\"s3\">\u201c<\/span><span class=\"s3\">crowding out<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">reading for pleasure.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">He <\/span><span class=\"s3\">blamed<\/span><span class=\"s3\"> a <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">teach for the test<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">and <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">knowledge-rich<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">approach to the curriculum and pedagogy.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">\u201c<\/span><span class=\"s3\">T<\/span><span class=\"s3\">he English curriculum, bizarrely, has worked against reading for pleasure, despite the hard work of teachers and librarians.<\/span><span class=\"s3\">\u201d<\/span><\/p>\n<p class=\"s7\"><span class=\"s3\">T<\/span><span class=\"s3\">he curriculum ha<\/span><span class=\"s3\">d<\/span><span class=\"s3\"> become increasingly narrow<\/span><span class=\"s3\">, he said, calling<\/span><span class=\"s3\"> for a <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">widening out<\/span><span class=\"s3\">\u201d<\/span><span class=\"s3\">, so <\/span><span class=\"s3\">pupils were<\/span><span class=\"s3\"> given a broader selection of texts.<\/span><\/p>\n<h2 class=\"s8\"><span class=\"s9\">Call for Gove<\/span><span class=\"s9\">\u2019<\/span><span class=\"s9\">s<\/span><span class=\"s9\"> reforms to be scrapped<\/span><\/h2>\n<p class=\"s8\"><span class=\"s3\">The <a href=\"https:\/\/www.gov.uk\/government\/publications\/curriculum-and-assessment-review-final-report\" target=\"_blank\" rel=\"noopener\">curriculum and assessment review<\/a> called for more diversity in the curriculum so children from diverse backgrounds c<\/span><span class=\"s3\">ould<\/span><span class=\"s3\"> see <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">themselves represented in it<\/span><span class=\"s3\">\u201d<\/span><span class=\"s3\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">Yet <\/span><span class=\"s3\">the <\/span><span class=\"s3\">key stage <\/span><span class=\"s3\">4 English literature curriculum<\/span> <span class=\"s3\">require<\/span><span class=\"s3\">d pupils<\/span><span class=\"s3\"> to study Shakespeare, a 19<\/span><span class=\"s11\">th<\/span><span class=\"s11\">&#8211;<\/span><span class=\"s3\">century novel, fiction <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">from the British Isles from 1914 onwards<\/span><span class=\"s3\">\u201d<\/span><span class=\"s3\">, and post-1789 poetry.<\/span><span class=\"s3\">\u00a0<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">Eaglestone said this <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">takes away the room<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">for diversity. He called for the <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">British Isles<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">requirement <\/span><span class=\"s3\">\u2013\u00a0<\/span><span class=\"s3\">introduced in 2015 following reforms by Michael Gove <\/span><span class=\"s3\">\u2013\u00a0<\/span><span class=\"s3\">to be abolished and for a return to global literature.<\/span><\/p>\n<figure id=\"attachment_241117\" aria-describedby=\"caption-attachment-241117\" style=\"width: 670px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-241117 size-medium\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-670x369.jpg\" alt=\"\" width=\"670\" height=\"369\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-670x369.jpg 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-970x534.jpg 970w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-768x422.jpg 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-1536x845.jpg 1536w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-640x352.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-1024x563.jpg 1024w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-1200x660.jpg 1200w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-244x134.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-1000x550.jpg 1000w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-347x191.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat-489x269.jpg 489w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2026\/01\/Michael-Gove-new-2026-feat.jpg 1600w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><figcaption id=\"caption-attachment-241117\" class=\"wp-caption-text\">Michael Gove<\/figcaption><\/figure>\n<p class=\"s8\"><span class=\"s3\">He also called for the 19<\/span><span class=\"s11\">th<\/span><span class=\"s11\">&#8211;<\/span><span class=\"s3\">century novel requirement to be removed, or expanded.<\/span><\/p>\n<p>English was also being taught in a way that was at odds with &#8220;reading for pleasure&#8221; and is instead teaching &#8220;to the test\u201d.<\/p>\n<p class=\"s8\"><span class=\"s3\">\u201c<\/span><span class=\"s3\">P<\/span><span class=\"s3\">ersonal response<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">to texts ha<\/span><span class=\"s3\">d<\/span> <span class=\"s3\">\u201c<\/span><span class=\"s3\">taken a back seat<\/span><span class=\"s3\">\u201d<\/span><span class=\"s3\">.<\/span><\/p>\n<h2 class=\"s8\"><span class=\"s9\">\u2018<\/span><span class=\"s9\">Reading time must be protected<\/span><span class=\"s9\">\u2019<\/span><\/h2>\n<p class=\"s8\"><span class=\"s3\">Roger McDonald, <\/span><span class=\"s3\">an <\/span><span class=\"s3\">associate professor of primary education at the University of Greenwich, urged the committee to help <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">protect<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">time for reading at schools.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">He said reading for pleasure <\/span><span class=\"s3\">wa<\/span><span class=\"s3\">s something schools <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">need to make the time for, but with everything that teachers are up against<\/span><span class=\"s3\">\u2026<\/span><span class=\"s3\">around accountability and the performance nature of some of the testing that children have to do, it does get moved out.<\/span><span class=\"s3\">\u201d<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">Victoria Dilly, <\/span><span class=\"s3\">the <\/span><span class=\"s3\">chief executive of the School Libraries Association, agreed there <\/span><span class=\"s3\">was<\/span><span class=\"s3\"> often little time for independent reading, especially in secondary school.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">She said school libraries <\/span><span class=\"s3\">we<\/span><span class=\"s3\">re the <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">best investment<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">for schools hoping to boost reading for pleasure.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">The government has pledged <a href=\"https:\/\/schoolsweek.co.uk\/rachel-reeves-pledges-library-for-every-primary-school-in-england\/\" target=\"_blank\" rel=\"noopener\">more than <\/a><\/span><span class=\"s3\">\u00a3<\/span><span class=\"s3\">10 million to help ensure every primary school has a library. Research from last year suggests 1,700 primaries did not have one.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">But Dilly said proper data-gathering <\/span><span class=\"s3\">was <\/span><span class=\"s3\">needed <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">so we can understand what the picture is.<\/span><span class=\"s3\">\u201d<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">As there <\/span><span class=\"s3\">was<\/span><span class=\"s3\"> no statutory requirement for school libraries, Dilly said they <\/span><span class=\"s3\">we<\/span><span class=\"s3\">re often <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">at the mercy of cost-reduction strategies<\/span><span class=\"s3\">\u201d<\/span><span class=\"s3\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">\u201c<\/span><span class=\"s3\">We<\/span><span class=\"s3\">\u2019<\/span><span class=\"s3\">ve seen some of our members made redundant, we<\/span><span class=\"s3\">\u2019<\/span><span class=\"s3\">ve seen hours reduced.<\/span><span class=\"s3\">\u201d<\/span><\/p>\n<h2 class=\"s8\"><span class=\"s9\">Phonics<\/span><span class=\"s9\"> \u2018<\/span><span class=\"s9\">crowds out<\/span><span class=\"s9\">\u2019 <\/span><span class=\"s9\">opportunities<\/span><\/h2>\n<p class=\"s7\"><span class=\"s3\">The committee also heard how a focus on phonics in early years <\/span><span class=\"s3\">could<\/span> <span class=\"s3\">\u201c<\/span><span class=\"s3\">crowd out<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">opportunities for children to foster a love of reading.<\/span><\/p>\n<p class=\"s13\"><span class=\"s12\">The use of phonics to teach reading has become mainstream over the past 20 years<\/span><span class=\"s12\">,<\/span><span class=\"s12\"> following a focus by both the New Labour and Conservative-led governments.<\/span><\/p>\n<p class=\"s8\"><span class=\"s12\">J<\/span><span class=\"s3\">ulie Cigman<\/span><span class=\"s3\">, an e<\/span><span class=\"s3\">arly years consultant<\/span><span class=\"s3\">,<\/span><span class=\"s3\"> stressed the need for young children to find <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">joy<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">in reading, to <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">be motivated to read<\/span><span class=\"s3\">\u201d<\/span><span class=\"s3\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">\u201c<\/span><span class=\"s3\">You don<\/span><span class=\"s3\">\u2019<\/span><span class=\"s3\">t teach children to learn to swim by putting them on dry land learning swimming strokes.<\/span><\/p>\n<p class=\"s8\"><span class=\"s3\">\u201c<\/span><span class=\"s3\">It sometimes feels like we<\/span><span class=\"s3\">\u2019<\/span><span class=\"s3\">re doing that with phonics, with some children. It<\/span><span class=\"s3\">\u2019<\/span><span class=\"s3\">s decontextualised, and it<\/span><span class=\"s3\">\u2019<\/span><span class=\"s3\">s away from anything that has meaning for them.<\/span><span class=\"s3\">\u201d<\/span><\/p>\n<p class=\"s14\"><span class=\"s3\">Christine O<\/span><span class=\"s3\">\u2019<\/span><span class=\"s3\">Farrelly, <\/span><span class=\"s3\">a <\/span><span class=\"s3\">researcher at <\/span><span class=\"s3\">the <\/span><span class=\"s3\">University of Cambridge, agreed the focus should be on <\/span><span class=\"s3\">\u201c<\/span><span class=\"s3\">instilling a joy of books<\/span><span class=\"s3\">\u201d <\/span><span class=\"s3\">and building familiarity.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8216;Teach
