{"id":246500,"date":"2026-05-14T23:00:15","date_gmt":"2026-05-14T22:00:15","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=246500"},"modified":"2026-05-14T23:06:34","modified_gmt":"2026-05-14T22:06:34","slug":"revealed-the-uneven-split-of-1-6-billion-inclusion-fund","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/revealed-the-uneven-split-of-1-6-billion-inclusion-fund\/","title":{"rendered":"Revealed: The uneven split of \u00a31.6 billion inclusion fund"},"content":{"rendered":"<p>Almost one in 10 primary schools are set to receive less than \u00a36,000 in annual funding to support pupils with SEND, with heads warning it&#8217;ll do little more than balance the books.<\/p>\n<p>During the next three years, schools will receive their share of a \u00a31.6 billion \u201c<a href=\"https:\/\/schoolsweek.co.uk\/new-inclusion-strategies-what-schools-need-to-know\/\">inclusive mainstream<\/a> fund\u201d (IMF) that is aimed at making mainstream schools more inclusive for pupils with additional needs.<\/p>\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-education\">Department for Education<\/a> has not published a full breakdown of school-level allocations, but has issued a spreadsheet calculator allowing leaders to see their setting\u2019s 2026-27 provisional allocation.<\/p>\n<p><em>Schools Week<\/em>\u00a0entered the unique reference numbers of more than 19,800 schools into this calculator to compile a list of draft allocations covering ages 5 to 16 and worth a combined \u00a3384 million.<\/p>\n<p>Our analysis combined this data with DfE figures on school demographics and finances from 2024-25, the most recent figures available.<\/p>\n<h2>The data shows&#8230;<\/h2>\n<ul>\n<li>1,399 small primary schools \u2013 8 per cent of all primaries &#8211; stand to receive less than \u00a36,000 this year<\/li>\n<li>231 secondary schools will receive less than \u00a319,000 each, which is less than the starting salary of a full-time teaching assistant<\/li>\n<li>just 15 schools are in line for a grant above \u00a3100,000 for the year, nine of which have more than 2,000 pupils<\/li>\n<li>primary schools will receive \u00a313,485 on average, with secondary schools in line for an average \u00a347,531<\/li>\n<li>the average per-pupil funding is \u00a360 for primary schools and \u00a352 for secondaries<\/li>\n<\/ul>\n<p>Matt Keer, a SEND expert at Special Needs Jungle, said the \u201cborderline homeopathic levels\u201d of IMF funding would not be enough to prepare mainstream schools before other SEND reforms kicked in at the end of this decade.<\/p>\n<figure id=\"attachment_185156\" aria-describedby=\"caption-attachment-185156\" style=\"width: 400px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-185156 \" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/06\/Matt-Keer-inset-500px.jpg\" alt=\"Matt Keer\" width=\"400\" height=\"400\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/06\/Matt-Keer-inset-500px.jpg 500w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/06\/Matt-Keer-inset-500px-400x400.jpg 400w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/06\/Matt-Keer-inset-500px-244x244.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/06\/Matt-Keer-inset-500px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/06\/Matt-Keer-inset-500px-54x54.jpg 54w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/06\/Matt-Keer-inset-500px-347x347.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/06\/Matt-Keer-inset-500px-489x489.jpg 489w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><figcaption id=\"caption-attachment-185156\" class=\"wp-caption-text\">Matt Keer<\/figcaption><\/figure>\n<p>&#8220;Mainstream schools have never been so stretched financially. The SEND reforms will ask mainstream schools to do much, much more.&#8221;<\/p>\n<p>Crow Lane Primary and Foundation Stage School in Milnsbridge, West Yorkshire, is set to receive \u00a311,200. It currently has 188 pupils, marginally lower than the 192 it had in 2024-25.<\/p>\n<p>Martin Vayro, its head, said extra funding was \u201calways welcome\u201d but \u201cthe harsh reality \u2026 is that the \u00a311,000 last-minute injection \u2026 merely served to enable us to set a balanced budget by the tightest of margins\u201d.<\/p>\n<h2><strong>Draft allocations<\/strong><\/h2>\n<p>Combining the IMF figures with school finance data gives context to the size of the provisional allocations.<\/p>\n<p>On average, the allocations amount to 1.6 per cent of primary schools\u2019 spending on teaching staff in 2024-25. This falls to 1.2 per cent when other education staff, such as teaching assistants, are factored in.<\/p>\n<p>They were worth 0.7 per cent of primary schools\u2019 total income on average in 2024-25, and 0.8 per cent of their total spending<\/p>\n<p>For secondary schools these figures sit at 1.1 per cent of spend on teaching staff budgets, and 0.9 per cent of spending on all education-related staff.<\/p>\n<p>Draft allocations on average equate to 0.6 per cent of both secondary schools\u2019 total income and total spending.<\/p>\n<h2>&#8216;It&#8217;s not enough&#8217;<\/h2>\n<p>Rugby Free Secondary School in Warwickshire is in line for \u00a353,800 in IMF funding in the first year.<\/p>\n<p>This amounts to just 0.6 per cent of both the school\u2019s\u00a0total income and total spending in 2024-25, and 0.9 per cent of its spending on education-related staff that year.<\/p>\n<p>\u201cIt&#8217;s not enough \u2026 and I&#8217;m pretty sure you won&#8217;t get a school leader in the land that says that it is enough,\u201d said Iain Green, the school\u2019s head.<\/p>\n<p>Green wants to increase the school\u2019s capacity to meet the needs of the rising numbers of children who join the school who are not educationally, emotionally, or socially fully ready for secondary school.<\/p>\n<p>\u201cSome of the ways we want to [spend] that is around making sure that pupils have those strong foundations in years 7 and 8 in particular, and then we&#8217;re catching pupils up that may have had different experiences in primary schools.\u201d<\/p>\n<p>He wants to hire teaching staff for English and maths and to offer pastoral interventions. But he laughs when asked how far the \u00a353,800 will stretch.<\/p>\n<h2><strong>Tarnished silver bullet<\/strong><\/h2>\n<p>\u201cNot very. It&#8217;s a nice start. And any money in education is welcome. I have a note of caution that this particular pot, which has been heavily politicised, is not the silver bullet that I think people are hoping that it will be.\u201d<\/p>\n<p>The allocation could fund one extra teacher, plus a bit left over for other interventions.<\/p>\n<p>\u201cIt&#8217;s enough to put your front door on your house, in the short term, not necessarily build the rest around it and extend it.\u201d<\/p>\n<p>The 1,000 pupil Tytherington School in Cheshire is set to receive \u00a361,800.<\/p>\n<p>Manny Botwe, its head, said: \u201cThere will be some people who have heard the news, and they&#8217;ll be perhaps thinking, \u2018oh, that means that in my school we&#8217;re going to have additional TAs or\u00a0additional teachers, or we\u2019re going to have smaller classrooms\u2019. That sadly will not be the case.<\/p>\n<p>\u201cOne of our big challenges at the moment is getting youngsters with complex mental health and SEND needs through the door. So we will probably prioritise in that area. How do we get those youngsters to re-engage fully in school?\u201d<\/p>\n<h2>Schools will pool allocations<\/h2>\n<p>The government\u2019s SEND consultation said in the long run, schools will pool some of their IMF allocation to create a collaborative system to meet needs and share expertise and resources.<\/p>\n<p>Botwe believes this will happen, with schools in the same trust or area trying to be creative in terms of providing staff from their pooled resources.<\/p>\n<p>\u201cLet&#8217;s say we&#8217;ve got a young person or group of young people who are not attending school, and they&#8217;re citing a special educational need or a mental health issue as the reason why they&#8217;re not accessing school.<\/p>\n<p>\u201cCould we be working together with the school down the road if we&#8217;ve got a similar cohort of youngsters, in terms of a joint facility or a joint appointment?\u201d<\/p>\n<h2><strong>How it\u2019s calculated<\/strong><\/h2>\n<p>The IMF funding is calculated based on several factors. Each school receives a lump sum of \u00a33,000.<\/p>\n<p>Primary schools then receive \u00a316 per pupil and \u00a379 for pupils with low prior attainment (LPA).<\/p>\n<p>Secondary schools will be given \u00a314 per pupil up to age 16 and \u00a388 per pupil with LPA.<\/p>\n<p><span class=\"BUcTt3EkXPLoNRfcWNZ2JCjbYyVu55KpxZjnaGClBQ2flRs74pTsOhw3G66AQ8ezrUYkqM8Lw\"><\/p>\n<blockquote frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/span><\/p>\n<p>Leon Dawson, the head of Temple Hill Primary Academy in Kent, said including LPA data\u00a0<strong>\u201c<\/strong>shows an understanding of the ongoing investment needed to help children who need the most support reach their potential\u201d.<\/p>\n<p>With 825 pupils this year, Temple Hill\u2019s provisional allocation is \u00a350,900 \u2013 the sixth highest primary school allocation in <em>Schools Week<\/em>\u2019s dataset.<\/p>\n<p>But Dawson says this is \u201ca drop in the ocean compared to what is needed to develop training resources for an entire school and pay for the staff to deliver them\u201d.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.gov.uk\/government\/publications\/inclusive-mainstream-fund-2026-to-2027\/inclusive-mainstream-fund-for-schools-methodology-2026-to-2027#permitted-use-of-funding\">DfE recommends<\/a>\u00a0schools allocate IMF funding across seven different areas, including training of teaching and support staff, data collection and peer review, and provision beyond the classroom.<\/p>\n<p>\u201cIt is a bit laughable, isn&#8217;t it?\u201d said Joanna Redfern, the executive head of two infant schools in Nottinghamshire villages \u2013 Selston CE Infant and Nursery School, and Huthwaite All Saints CE Infant and Nursery School.<\/p>\n<p>Selston currently has 55 pupils and is set to receive \u00a35,300, while All Saints, which has 59 pupils, is in line for \u00a36,000.<\/p>\n<h2><strong>&#8216;A little bit for the staffing pot\u2019<\/strong><\/h2>\n<p>\u201cIf we&#8217;re being entirely honest, it&#8217;s just a little bit more for the staffing pot,\u201d she said.<\/p>\n<p>The two schools face a rise in both the number and level of need of SEND children, with All Saints expecting to have eight children with complex SEND needs next year.<\/p>\n<p>Redfern said the school needed a new building to properly cater for them, and experienced staff to provide one-to-one provision and potentially constant monitoring.<\/p>\n<p>\u201cThere&#8217;s not a long line of people waiting to work in Huthwaite or Selston.\u201d<\/p>\n<p>Kathryn Woods, SENCO and acting head of Selston and All Saints, said providing one-to-one support in small schools could detract from teaching children who were more developmentally ready.<\/p>\n<p>\u201cThe support is being taken away from there, because you&#8217;ve got to provide the support for your children with complex needs to keep them safe.\u201d<\/p>\n<p>Bury CE Primary School in West Sussex has a slightly larger provisional IMF allocation of \u00a37,700.<\/p>\n<p>But Thomas Moore, its head, said it only amounted to about a day and a half of additional support staff.<\/p>\n<p>Filling this role in a rural school was \u201chighly unlikely\u201d, he said, with a previous full-time teaching assistant post receiving no applications.<\/p>\n<h2><strong>&#8216;Tokenistic figure\u2019<\/strong><\/h2>\n<p>\u201cThrowing a tokenistic figure at schools will not solve the SEND crisis,\u201d he said. \u201cA significant portion of this funding will simply allow us to continue with the level of support we currently offer as any wage increases, unless fully funded, will wipe out this increase immediately.\u201d<\/p>\n<p>He said West Sussex was in one of the worst positions when it came to SEND funding, echoing\u00a0<a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c5y2rl771d2o\">comments by council leaders<\/a>\u00a0last year that they were underfunded compared to London councils.<\/p>\n<p>\u201cQuite how the government feel this \u00a37,700 is going to resolve these issues, I do not know.\u00a0My fear is the broken system at a local authority level is simply being moved to schools to deal with.<\/p>\n<p>\u201cA huge amount of accountability and responsibility is going to sit with the head and SENCO, but with of a fraction of the funding that is currently not meeting the needs of children at the local authority level.\u201d<\/p>\n<p>Schools will be required to publish an inclusion strategy each year, showing how they intend to use their funding to support inclusion.<\/p>\n<h2>&#8216;Maybe cutting bureaucracy should be first step&#8217;<\/h2>\n<p>Moore says some of the school\u2019s IMF money will provide its SENCO with additional release time to provide the documentation required by the DfE.<\/p>\n<p>\u201cMaybe cutting this bureaucracy should be the first step so that we can actually get on with using the money to support children.\u201d<\/p>\n<p>In addition to the IMF, the government will invest \u00a33.7 billion of capital spending by 2030 to increase special school capacity and inclusion bases, \u00a31.8 billion over three years to develop the experts at hand service, and \u00a3200 million over three years on a national SEND training programme.<\/p>\n<p class=\"s9\"><span class=\"s8\">The white paper also set out how ministers want to <\/span><span class=\"s10\">\u201c<\/span><span class=\"s8\">re-balance funding<\/span><span class=\"s8\">\u201d\u00a0<\/span><span class=\"s8\">by directing more high <\/span><span class=\"s8\">needs cash into core school budgets.<\/span><span class=\"s8\">\u00a0<\/span><\/p>\n<p>The DfE was approached for
